Chief Al Brooks presented the Monthly Activity Summary for May 28th- June 24th. The officer's
were dispatched to 1666 calls for services that included 8 Traffic crashes, 15 alarms, 4
assault, 10 assist other agency, 1 burglary in progress, 1 Burglary Investigations, 48
Disturbance calls, 2 Deceased persons, and other calls to add up to the 1666 calls for this
period on the report council got in hand. Traffic enforcement activities resulted in 34 citations
and 24 warnings. He also updated council on a recruit that is in Basic Police Academy for
several more weeks, then Mr. Dayquonn Ryans will begin time with a Field Training Officer.
Code Compliance Officer Ryan Torrez presented the Activity Summary and this included some
community outreach that included creating the News's Corner Article, processing 2 records
request and also conducting two liquor permit checks. Mr. Torrez also had 29 violation cases
closed and sent out 63 violation letters. He also got the Vehicle #119 inspected and took some
pictures of vehicle #127 for hail damage. Mr. Torezz also stated that he weed-eated around a
business sign to improve visibility at the request of the business owner.
Municipal Animal Services for May 2025 was presented by Ray Rentshler. They did 105
service calls. They also investigated 1 bite. he dog intake for this month was 63 and the cat
intake was 41. The live release rate is at 86%. The adoptions, transfers and return to owner
was 67. Ray stated that they had 1703 phone calls and also 4 offsite events that resulted in 18
animals getting adopted.
Everman Fire Department
Landon presented the report for May 27 to present. Calls for service was 105 in the report that
he handed out to council. This report also included the response times, and enroute time.
Total of the in city overlapping emergency incidents were 16 or 15% of all calls. He also listed
Incident By response type. hey also got 1 new Fire Fighter/Paramedic in the FTO process and
they have 1 open position for that also. Landon also stated an update he Celebrate America
Festival. Over 80 Vendors have signed up for the Celebrate America Festival. We are
expecting a very big crowd this year. Typically other local festivals are going on and this year
there is nothing local an the City of Everman is the only Festival that is going on this weekend
so we are expecting a huge crowd. There will be every type of food out there this year. There
will be a huge variety of foods, desserts. The biggest thing that we are doing this year is
having two (2) huge water slides and a very huge tent that will have a bar that will be 16 feet
long. There will be misting fans. This will hopefully cool the place down for everyone. Landon
wants this to get bigger and better every year so if council has any ideas to please send him
an email and let him know.
Public Works June highlights were presented by Gilbert Ramirez. Parks and Streets highlights
consist of fixing twelve (12) potholes, storm drain maintenance, routine Park, equipment and
building maintenance, Civic Center Event set up at 13 total, 8 total inspections, installed 9
Celebrate America Banners around the city, 5 work orders, replaced water heater valves and
rsted water lines, due to a leak that developed at the Animal Shelter, and 104 Parker, we had
to cut a tree down. He had some pictures with this report. Water department ran 6 sewer lines,
2 main breaks, 1 service line, 3 curb stops, 2 meter change outs, new door at the Shelby Well
lot chlorine room, and they did 33 work orders. He also includes pictures of some of these
things in the report as well.
Craig Spencer reminded the council about the Town Hall meeting that is coming up on
Thursday at 6pm, the 26th.
Crag Spencer stated that there were no major changes on the calendar and it was given to
council again.
Craig explained a little background on what the Tarrant County ESD 1 is. This is the funding
mechanism for the Everman Fire Department and other Fire Department's to provide fire and
EMS response in the unincorporated areas of Tarrant County.
C. Discussion of potential changes to certain city policies following legislative changes made
during the 89th Legislative Session.
Craig Spencer discussed the changes to certain city policies following legislative changes
made during the Legislative Session.
D. Everman Community Development Corporation - Strategic Planning Survey
Craig wanted to remind council that he did send out an email with a survey so that they can
participate in this Planning. They would like to have council input on where the ECDC will go.
This is in their email.
8. CONSIDERATION AND POSSIBLE ACTION
A. Discussion and Consideration of Appointments to the Tax Increment Financing Reinvestment
Zone #1
Motion made by Place 4; Mayor Pro-Tem Mackey, Seconded by Place 6 Davila to table this
item until the next meeting.
B. ORDINANCE NO. 834 AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF
THE CITY OF EVERMAN, TEXAS, CHAPTER 11 “LICENSES, PERMITS AND
MISCELLANEOUS BUSINESS REGULATIONS” BY REPEALING AND REPLACING IN ITS
ENTIRETY ARTICLE V “PEDDLERS OR SOLICITORS”; PROVIDING FOR THE REPEAL OF
ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A
SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE .
Motion made by Place 5 Sellers, Seconded by Place 6 Davila.

PRESENTED AND ATTACHED HERETO AS EXHIBIT A; PROVIDING AN EFFECTIVE
DATE.
