MEETING CALLED TO ORDER President Larissa called meeting to order at 2:07pm. PLEDGE OF ALLEGIANCE 4. CONSENT AGENDA 1. Minutes February 5, 2025 - Regular Meeting Motion made by Smith, Seconded by Sibley. Voting Yea: Martinez, Sibley, Scales, Acevedo, Smith, Frausto All Voted Aye.  Motion Carried. 5. CITIZEN’S COMMENTS No Citizens present. 6. DISCUSSION ITEMS 1. Staff Report - Streets, Roads, and Transportation Projects Rodolfo Gonzalez, with the Public Works Department came to the meeting and presented the board with a staff report about the roles and responsibilities of the Streets Department in the city. The city has a total of 5 employees for streets, maintenance, and parks. The board had questions about the potholes and how they go about the repairs since there is a lot that they do see. Rodolfo explained besides the potholes, all the employees in this department have a variety of other tasks and responsibilities. Those include ensuring that all city facilities are maintained, keep the parks clean, set up events, and tackle any additional jobs that may arise as needed. He also explained how potholes form just do give them insight on that side and how water and traffic, freeze-thaw cycles, and weights of vehicles impact the causes of potholes. Rodolfo also educated them on how to report a pothole in the city of Everman which is calling directly to City Hall and reporting it directly or they also can report it online, on the website on the tab that says report a problem which goes to Rodolfo directly. The Street Department is getting an average of 5 potholes being submitted per day. Size of the pothole does not always mean they will be addressed first being that it will take more time and materials are not always on site. The materials are ordered as needed for potholes. High volume traffic areas that have potholes will be addressed first. The board also asked about the problem road which is Forest Hill Drive and Craig explained that there is road way expansion project on the way. This takes 3 cities to come together and Roy Brooks that also stepped in and made it happen. This is a $20 million dollar project and will take time to get complete and there is a lot of phases to this project. 7. CONSIDERATION AND POSSIBLE ACTION 1. Review, Discuss, and Make Recommendations on the City of Everman Garbage, Waste, and Recycling Services Craig explained what the Everman City Council has up against them and that is reviewing and discussing and approving a new rate for the City of Everman Garbage, Waste, and Recycling Services. He presented the board the proposal options that the council has to choose from. Proposal 1 is what the citizens currently receive and the monthly fee is $17.50. The Proposal 1 option is now $21.70 and this is Take all curb side twice per week with recycling service every week and bulk pick-up, up to 4 yards every Friday. This option would increase the monthly fee by $4.20. Proposal 2 is a Cart Service and this is cart only service with pick-up twice per week with recycling service every week and bulk pick-up, up to 6 yards one time per month and the monthly fee is $18.55. Proposal 3 is Cart Service and this would eliminate city-wide recycling but still have bulk pick-up, up to 6 yards one time per month with a monthly fee of $16.50. Proposal 4 is the Cart Service and this proposal reduces the number of times each resident is serviced each week to once a week and recycling would be every week and bulk pick-up, up to 6 yards one time per month with a monthly fee of $13.50. The board viewed the Proposals and each had their own opinion but most of all the board felt like Proposal 3 and 4 are the best options that would be affordable and still have a good number of pick-ups. 2. Review, Discuss, and Take Necessary Action as it relates to fundraising for the Mayor's Youth Advisory Council  Build relationships with restaurants and run a program where the board would wait the tables for the donations. The Board talked about a car wash or a bake sale. They will think more on this so that they can come up with funds to do things within the board and raise money for things they may want to accomplish. 3. Review, Discuss, and Take Necessary Action on Setting Future Agenda Items Fire fighters and Police Officer's and the school together with the students. A cookout at the park. Also, is there plans to make the Memorial Park walkway better and park all together, and Craig did say that is already going in the works. Also, they would like to know about getting a Community Center in the city for the kids in the community. Craig stated this would be more like a Capital Improvement Project and this is a good idea to think about presenting to council to get on the city's Capital Improvement Plan. This could have after school programs as well for the kids and the board would love to see that as well. This will be a later discussion as well. 4. Review, Discuss, and Take Necessary Action on Youth Advisory Council Initiatives Craig would like the Board to come up with an Initiative to present to the council. What is one thing they would like to have accomplished at the end of this year. Craig stated that the Community Center (Reck Center) for the community with after school programs would be a good Initiative to think about also and just keep in mind May is the last meeting. 8. According to the City of Everman Policy on Governance Process, individual citizen comments will be restricted to three (3) minutes unless otherwise determined by a majority vote of the Council. The Presiding Officer of the Board or Commission is responsible to enforce the time limit. Citizens may address the Board or Commission either during the Citizen Comments portion of the meeting or during deliberation of a listed agenda item. Members of the Board or Commission are only permitted by Law to discuss items that are listed on the agenda. Citizens wishing to make comments should notify the City Secretary as soon as possible.
