City of Excelsior Hennepin County, Minnesota MINUTES EXCELSIOR CITY COUNCIL MEETING May 21, 2018 Council Chambers 6:30 p.m. 1. CALL TO ORDER Mayor Gaylord called the meeting to order at 6:41 p.m. 2. ROLL CALL Present: Councilmembers Beattie, Carlson, Miller, Mayor Gaylord Absent: Councilmembers Caron Also Present: City Manager Luger, City Attorney Staunton, Engineer Dawley, Finance Officer Horn, Planning Director Smith, Public Works Superintendent Amundsen, and City Clerk Orlofsky 3. APPROVAL OF MINUTES (a) None 4. OPEN FORUM (a) Bill Damberg, Board Member of the Excelsior Lake Minnetonka Chamber of Commerce addressed the City Council. (b) David McKenny, ACLU of Minnesota, addressed the City Council. 5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS (a) 2017 Street Project Amundsen provided an update on the 2017 Street Project. 6. AGENDA APPROVAL (a) Meeting Agenda Carlson moved, Miller seconded, to add Work Session Item 4 Parking Meter Review onto the Regular Agenda and approve the agenda as amended. Motion carried 4/0. (b) Consent Agenda Beattie moved, Miller seconded, to pull item 6(b)3 – Resolution Denying Special Event Permit Application by Lake Minnetonka Living Liberally from the consent agenda and approve the consent agenda as amended. Motion carried 3/1 with Carlson opposed. Minutes City Council Meeting May 21, 2018 Page 2 (b) Consent Agenda - Continued 1. Approve Verified Claims – Approve for Payment Manual Checks 084270-084307 Action - Approved the payment for manual checks 084270-084307. 2. Media Communications Policy Action – Adopted the Media Communications Policy. 3. Resolution Denying Special Event Permit Application by Lake Minnetonka Living Liberally Action – Item was removed from the Consent Agenda. 4. 289 Water Street CUP Extension Action – Adopted Resolution No. 2018-14 A Resolution Approving a Timeline Extension for the Conditional Use Permit for Parking Impact Fee and Two Buildings on a Base Lot at 287/289 Water Street. 5. Excelsior Flea Market Special Event Permit Action – Approved the Special Event Permit for the 2018 Excelsior Flea Market. 7. PUBLIC HEARINGS (a) Alley Vacation – William Street Carlson moved, Beattie seconded, to approve Resolution 2018-15 – A Resolution to Vacate the Unused Alley. Motion carried 4/0. 8. PETITIONS, REQUEST, and COMMUNICATIONS (a) 2017 Audit Report Bonnie Schwieger, with Abdo, Eick & Meyers, LLP, and addressed the City Council. Miller moved, Carlson seconded, to accept the 2017 Audit Report as presented. Motion carried 4/0. 9. ORDINANCES AND RESOLUTIONS (a) None 10. REPORTS of OFFICERS, BOARDS, and COMMITTEES (a) None 11. UNFINISHED BUSINESS (a) None Minutes City Council Meeting May 21, 2018 Page 3 12. NEW BUSINESS (a) Parking Meter Review Beattie moved, Carlson seconded, to approve changing the rate of parking meter 13 from $1.00 to $3.00 effective immediately, and to change the event rate to $5/hour and council directed staff to request enforcement data from South Lake Minnetonka Police Department and to continue the discussion about the dock rates at the July 16, 2018 City Council Meeting.
