Mayor Gaylord called the meeting to order at 5:38 p.m.

3. APPROVAL OF MINUTES
(a) Regular City Council Meeting Minutes, April 16, 2018
Carlson moved, Caron seconded, to approve the April 16, 2018
Regular City Council Minutes. Motion carried 4/0.
(b) Special City Council Meeting April 24, 2018
Carlson moved, Caron seconded, to approve the April 24, 2018 Special
City Council Meeting. Motion Carried 4/0.
(c) Special City Council Meeting May 2, 2018
Carlson moved, Caron seconded, to approve the May 2, 2018 Special
City Council Meeting as amended. Motion Carried 4/0.
4. OPEN FORUM
Bill Damberg, Excelsior- Lake Minnetonka Chamber and Excelsior Business
Owner, addressed the City Council.

5. City Council Communications, Questions, and Reports
(a) Update on Mill Street Improvements
Amundsen provided an update on Mill Street Improvements.
6. AGENDA APPROVAL
(a) Meeting Agenda
Carlson moved, Miller seconded. Motion carried 4/0.
(b) Consent Agenda
Carlson moved, Miller seconded, to approve the consent agenda.
Motion carried 4/0.
1. Approve Verified Claims – Approve for Payment Manual Checks 084080
– 085135
Action – Approved for Payment Manual Checks 084080 – 085135
2. Quarterly Financial Report
Action – Accepted for filing.
3. Approve Temporary Liquor License for Concert in the Park Series
Action – Approved the issuance of a Temporary Liquor License to the
Rotary Club of Lake Minnetonka-Excelsior, Inc. for the 2018 Summer
Concert in the Park Series, with the conditions outlined in the
Temporary Liquor License Application.
4. Second Reading of Ordinance No. 579 – A Zoning Ordinance Regulating
Curb Cuts
Action – Waived the second reading and adopted Ordinance No. 579, an
Ordinance to amend Appendix E, Article 19 of the Excelsior City Code
regarding curb cuts along Water Street and directed staff to approve
ordinance publication by title and summary.
5. St. Alban’s Bay Lake Improvement District Letter
Action – Authorized the Mayor to sign the attached letter on behalf of
the City of Exclesior.

6. Accept Proposal from South Lake Minnetonka Police Department for
Security at City Council Meetings
Action – Approved the South Lake Minnetonka Police Department
Proposal to have a police officer attend all City Council meetings for the
remainder of 2018.
7. Dunn Brothers Settlement Agreement
Action – Approved the Settlement Agreement for the Underage Serving
Violation with Tonka Java, Inc.
8. April Building Permit
Accepted for filing.
9. Special Event Westwood Community Church Baptism
Action- Approved the Special Event Permit for the Westwood
Community Church baptism on Sunday, June 24, 2018.
10. Special Event for 10,000 Lakes Concours D’Elegance 2018
Action – Approved the Special Event Permit for the 2018 10,000 Lakes
Concours D’Elegance.
11. Special Event Permit for 2018 Art on the lake
Approved the Special Event Permit for the 2018 Art on the Lake
Festival, approved the Excelsior/Lake Minnetonka Chamber’s
temporary liquor license and adopt Resolution No. 2018-12 – A
Resolution Imposing Temporary Street Closure on June 9th and June
10, 2018.
12. William Street Alley Vacation
Action – motion to continue the Public Hearing to vacate an alley off
William Street to the May 21st City Council meeting.

8. PETITIONS, REQUESTS and COMMUNICATIONS
(a) Minnehaha Request
Carlson moved, Miller seconded, to waive the Excursion Boat Permit
fee for the Minnehaha for the 2018 boating season. Motion carried 4/0.

(a) None
10. REPORTS OF OFFICERS, BOARDS, and COMMITTEES
(a) Planning Commission
1) Comprehensive Plan
Carlson moved, Caron seconded, to authorize staff to submit the
Draft 2018 Comprehensive Plan to surrounding communities for
their review. Motion carried 4/0.
11. UNFINISHED BUSINESS
(a) None
12. NEW BUSINESS
(a) Special Event Permit for 2018 Minnetonka Triathlon
Carlson moved, Miller seconded, to approve the Special Event Permit
for the Lake Minnetonka Triathlon scheduled for Saturday, June 16,
2018 and consider adding the Lake Minnetonka Triathlon to the Legacy
Event category. Motion carried 4/0.
13. ADJOURNMENT
Beattie Moved, Miller seconded, to adjourn the meeting at 8:57 pm.
