City of Excelsior City Council Meeting MINUTES Monday, June 17, 2019 6:30 P.M. 1. CALL TO ORDER Mayor Carlson opened the meeting at 6:36 pm. 2. ROLL CALL City Council: Councilmembers Caron, Dierking, Kurschner, Miller and Mayor Carlson Absent: None Staff: City Manager Luger, City Attorney Staunton, City Engineer Dawley, Public Works Superintendent Amundsen, City Planner Becker, Finance Director Horn and City Clerk Peterson 3. APPROVAL OF MINUTES (a) June 3, 2019, Work Session Minutes Dierking moved, Miller seconded, to approve the June 3, 2019 Work Session Minutes. Motion carried 5/0. (b) June 3, 2019, City Council Minutes Miller moved, Dierking seconded, to approve the June 3, 2019 City Council Minutes. Motion carried 5/0. (c) June 3, 2019, Closed Session Minutes Dierking moved, Miller seconded, to approve the June 3, 2019 Closed Session Minutes. Motion carried 5/0. 4. RECOGNITION AND OPEN FORUM None 5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS (a) Ice Castle Event Update Amundsen provided an update on the Ice Castle Event. Minutes City Council June 17, 2019 Page 2 (b) 2019 Street and Utility Improvements Project Update Amundsen provided an update on the 2019 Street and Utility Improvements Project. (c) City/Chamber Memorandum of Understanding Update Dierking provided an update on the City/Chamber Memorandum of Understanding. Mayor Carlson stated the July 22 Work Session and Council Meeting will be held at The Commons and invited residents to an ice cream social with the Council and City Staff. 6. MEET EXCELSIOR Becky Salita, Owner of Tommy’s Tonka Trolley and A-List Entertainment & Events, addressed the City Council. 7. AGENDA APPROVAL (a) Meeting Agenda Kurschner moved, Dierking seconded, to approve the June 17, 2019 Meeting Agenda. Motion carried 5/0. (b) Consent Agenda Caron moved, Dierking seconded, to approve the Consent Agenda for June 17, 2019. Motion carried 5/0. 1. Approve Verified Claims – Approve for Payment Manual Checks 085342 – 085386. Action - Approved for payment manual checks 085342 - 085386. 2. April Financial Report Action – Accepted the April financial report. 8. PUBLIC HEARING (a) None 9. PETITIONS, REQUEST and COMMUNICATIONS (a) Appendix E Language Regarding Compatibility of Residential Properties Minutes City Council June 17, 2019 Page 3 Direction to staff to create an interim policy that incorporates guidelines to characterize the magnitude of buildings including scale, height and depth. The Planning Commission and Historic Preservation Commission will meet to review and revise Appendix E Language Regarding Compatibility of Residential Properties and bring recommended language for Council review in July. 10. ORDINANCES AND RESOLUTIONS (a) Second Reading of Ordinance No. 592 – Planned Unit Development Ordinance Caron moved, Miller seconded, to waive the second reading and approve adoption of Ordinance No. 592, an Ordinance to amend Appendix E, Article 65 – PUD Planned Unit Development District with changes as discussed. Motion carried 5/0. (b) Second Reading of Ordinance No. 599 – Adopting a Sales and Use Tax Caron moved, Kurschner seconded, to waive the second reading and approve adoption of Ordinance No. 599, an Ordinance Adopting a Sales and Use Tax with changes as discussed. Motion carried 5/0. 11. REPORTS OF OFFICERS, BOARDS, and COMMITTEES (a) None 12. UNFINISHED BUSINESS (a) First Street Cottages Direction to staff to pass on the 117 First Street Cottages but keep conversation open for 125 First Street Cottages. 13. NEW BUSINESS (a) Letter from Northdale Construction Miller moved, Dierking seconded, to change the material for sidewalks from asphalt to concrete for the 2019 Street and Utility Improvement Project and to change from barrier curb to surmountable curb from Glencoe Avenue to Shorewood and down to 670 Glencoe. Miller moved, Kurschner seconded, to amend the motion to include directing WSB to work with property owners on surmountable curb in other areas of the project for wildlife crossings. (b) Establish 2020 Budget Prioritized Goal List Minutes City Council June 17, 2019 Page 4 Kurschner moved, Miller seconded to adopt Resolution No. 2019-29 – A Resolution of the City Council Establishing the 2020 City Budget Goal and Objectives List with the addition of language regarding staffing levels.
