City of Excelsior Special City Council Meeting MINUTES Friday, December 20, 2019 8:00 A.M. 1. CALL TO ORDER Mayor Carlson called the meeting to order at 8:05 a.m. 2. ROLL CALL City Council: Councilmembers Caron, Dierking, Kurschner, Miller and Mayor Carlson Absent: None Also Present: City Manager Luger, Finance Director Horn and City Clerk Peterson 3. AGENDA APPROVAL (a) Meeting Agenda Dierking moved, Caron seconded, to approve the December 20, 2019 Meeting Agenda. Motion carried 5/0. (b) Consent Agenda Caron moved, Dierking seconded, to approve the Consent Agenda for December 20, 2019. Motion carried 5/0. 1. Approve Verified Claims – Approve for Payment Manual Checks 086007 – 086017 Action - Approved for payment manual checks 086007 - 086017. 2. 810 Excelsior Leases Action – Approved the lease agreements for space at 810 Excelsior Bouelvard for Excelsior Christkindlsmarkt Inc., Martha Brannon, Carolyn Manhatton and Sherrie Selchow. 4. UNFINISHED BUSINESS (a) Certify 2019 Property Tax Levy Collectible in 2020 Caron moved, Dierking seconded, to adopt Resolution No. 2019-60 Certifying the 2019 Property Tax Levy Collectible 2020. Motion carried 3/2 with Miller and Carlson opposed. Minutes City Council December 20, 2019 Page 2 (b) Adopting the 2020 Budget Dierking moved, Kurschner seconded, to adopt Resolution No. 2019-61 adopting the 2020 Budget. Motion carried 4/1 with Miller opposed. 5. NEW BUSINESS (a) 2020 Fee Schedule Caron moved, Dierking seconded, to adopt Resolution No. 2019-62 Setting License and Permit Fees and Utility Rates.
