Monday, December 16, 2019
6:30 P.M.
1. CALL TO ORDER
Mayor Carlson called the meeting to order at 6:39 p.m.
2. ROLL CALL
City Council: Councilmembers Dierking, Kurschner, Miller and Mayor
Carlson
Absent: Councilmember Caron
Also Present: City Manager Luger, City Attorney Staunton, Public Works
Superintendent Amundsen, City Planner Becker, Finance
Director Horn and City Clerk Peterson
3. APPROVAL OF MINUTES
(a) December 2, 2019 Work Session Minutes
Kurschner moved, Dierking seconded, to approve the December 2,
2019 Work Session Minutes. Motion carried 4/0.
(b) December 2, 2019 City Council Minutes
Dierking moved, Kurschner seconded, to approve the December 2,
2019 City Council Minutes. Motion carried 4/0.
4. RECOGNITION and OPEN FORUM
None
5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS
(a) Mayor Carlson thanked the Masonic Lodge, Chamber of Commerce,
Santa Claus and Elf Carl for organizing and participating in the tree
lighting ceremony.
(b) Mayor Carlson thanked The Waters for hosting the December 2nd
Council meeting and thanked the Lake Minnetonka Communications
Commission and City staff for organizing the location change.

(c) Ice Rinks in The Commons Update
Amundsen provided an update on the progress of the ice rinks at The
Commons.
(c) Mayor Carlson thanked the Residential Review Board Committee for
the work they are doing.
(d) Councilmember Dierking encouraged residents to read the Meet the
Mayor article in the Lake Minnetonka Magazine.
6. MEET EXCELSIOR
Mitchell Glynn and Robert Wallace, Tide Dry Cleaners, 426 Lake Street,
addressed the City Council.
7. AGENDA APPROVAL
(a) Meeting Agenda
Dierking moved, Miller seconded, to approve the December 16, 2019
Meeting Agenda. Motion carried 4/0.
(b) Consent Agenda
Kurschner moved, Dierking seconded, to approve the Consent Agenda
for December 16, 2019. Motion carried 4/0.
1. Approve Verified Claims – Approve for Payment Manual Checks
085958 – 086006
Action - Approved for payment manual checks 085958 - 086006.
2. Design Standards Review Extension Request for 511 Second Street
Action – Adopted Resolution 2019-58, Approving a one-year
extension for the Design Standards Review for the property located
at 511 Second Street.
3. 2020 Liquor License Renewals
Action – Adopted Resolution 2019-59 – Approving the 2020 Liquor
License Renewals.

Action – Accepted the November Financial Report for filing.

5. Approve Pay Voucher No. 6 – 2019 Street and Utility Improvement
Project
Action – Approved Construction Pay Voucher No. 6 for the 2019
Street and Utility Improvement Project and authorized payment in
the amount of $166,242.87 to Northdale Construction Co., Inc.

(a) Park and Recreation Commission Meeting
1. Mooring Policy
Terry Rossi, 182 George Street, addressed the City Council
regarding the Mooring Policy.
Jules Harrison, 240 Center Street, addressed the City Council
regarding the Mooring Policy.
The Council made no changes to the Mooring Policy for 2020
and directed staff to work with the Park and Recreation
Commission on exploring the addition of a tiered class rate
system, addition of language regarding personal watercrafts and
jet skis and implementation of a damage policy.
(b) Discuss Appointment of Lake Minnetonka Conversation District (LMCD)
Board Member
Miller moved, Dierking seconded, to appoint Mark Kroll to the LMCD
Board. Motion carried 4/0.

12. UNFINISHED BUSINESS
(a) 287/289 Water Street Conditional Use Permits for Parking Impact Fee
and Two Principal Buildings on a Base Lot Requests
Miller moved, Kurschner seconded, to adopt Resolution 2019-49
Approving Condition Use Permits for Parking Impact Fee and Two
Principal Buildings on a Base Lot for 287/289 Water Street. Motion
carried 4/0.
(b) Discuss City/Chamber Memorandum of Understanding
Miller moved, Dierking seconded, to continue the discussion of the
City/Chamber Memorandum of Understanding to the January 6, 2020
meeting. Motion carried 4/0.
13. NEW BUSINESS
(a) Subcommittee for Minnehaha
Terry Rossi, 182 George Street, addressed the City Council regarding
the Minnehaha.
Eric Snyder, 25 Center Street, representing Community for The
Commons, addressed the City Council regarding the Minnehaha.
Mayor Carlson will continue discussions with the Minnehaha Board
regarding Excelsior as an option for housing and launching the
Minnehaha.
14. ADJOURNMENT
Mayor Carlson stated there is a Special Council Meeting on Friday,
December 20th at 8 a.m. in the Council Chambers to approve the 2020
Budget and Tax Levy.
Dierking moved, Miller seconded, to adjourn the meeting at 8:31 p.m.
Motion carried 4/0.
