City of Excelsior City Council Meeting MINUTES Monday, March 16, 2020 6:30 P.M. 1. CALL TO ORDER Mayor Carlson called the meeting to order at 6:33 p.m. 2. ROLL CALL City Council: Mayor Carlson (in-house) and Councilmembers Caron, Dierking, and Miller (via teleconference) Absent: Councilmember Kurschner Also Present: City Manager Luger, City Attorney Staunton, Public Works Superintendent Amundsen, and City Clerk Peterson 3. SUSPENSION OF REGULAR RULES TO CONDUCT MEETING INCLUDING REMOTE PARTICIPATION PER MINN. STAT. §13D.021 Attorney Staunton explained the process to suspend regular rules to conduct the Council meeting, including remote participation per Minnesota Statutes §13D.021. He read the Declaration that In-Person Meetings are Impractical and Imprudent. Miller moved, Caron seconded, to suspend regular rules to conduct the Council meeting including remote participation per Minnesota Statutes §13D.021 and Adopt the Declaration that In-Person Meetings are Impractical and Imprudent. On a roll call vote, Miller, Caron, Dierking and Carlson voted yes. Motion carried 4/0. 4. AMENDMENT OF PUBLISHED AGENDA Miller moved, Dierking seconded, to approve the amendment of the published agenda. On a roll call vote, Miller, Caron, Dierking and Carlson voted yes. Motion carried 4/0. 5. CONSENT AGENDA Minutes City Council March 16, 2020 Page 2 Dierking moved, Caron seconded, to approve the Consent Agenda for March 16, 2020 removing Award Bid for 2020 Project. On a roll call vote, Miller, Caron, Dierking and Carlson voted yes. Motion carried 4/0. (a) Approve Verified Claims – Approve for Payment Manual Checks #086246-#086299 Action – Approved for payment Manual Checks #086246-#086299. (c) Adopt the City of Excelsior Pandemic Response Plan Action – Adopted the City of Excelsior Pandemic Response Plan. (d) Cancel all City Meetings through March 31st Action – Canceled all City meetings through March 31st. (e) Luck O’ The Lake Postponement Date Request Action – Accepted Luck O’ The Lake postponement date request to October 31, 2020. (f) Continue the following Items to the April 6th City Council Meeting: 1. February 29, 2020 Council Strategy Session Minutes 2. March 2, 2020 Work Session Minutes 3. March 2, 2020 City Council Minutes 4. Revised National Register of Historic Places Downtown District Boundaries 5. Direction to Planning Commission Regarding the Residential Review Board and Good Neighbor Guidelines 6. Adopt the 2020 City of Excelsior Objectives 7. 2020 Event Coordinator Proposal 8. Discuss Appointment of Parks and Recreation Commission Member 9. LMCD Update 10. Second Reading of Amendments to the Special Events Permit 11. Historic Preservation Ordinance and Landmark Incentives 12. Annual Appointments to Advisory Commissions Action – Continued the items to the April 6th City Council meeting. Minutes City Council March 16, 2020 Page 3 (b) Award Bid for 2020 Project Caron moved, Dierking seconded, to adopt Resolution No. 2020-16 Accepting Bids and Awarding a Construction Contract for the 2020 Street and Utility Improvements to Northdale Construction Co, Inc. in the amount of $2,344,604.48. On a roll call vote, Caron, Dierking and Carlson voted yes and Miller voted no. Motion carried 3/1. 6. COVID-19 OPERATIONS UPDATE (a) Police Chief Update Chief Meehan updated the Council regarding COVID-19 Operations at the South Lake Minnetonka Police Department. (b) Fire Chief Update Chief Mackey updated the Council regarding COVID-19 Operations at the Excelsior Fire District. (c) Public Works Superintendent Update Public Works Superintendent Amundsen updated the Council regarding COVID-19 Operations in the Public Works Department to include the Pandemic Response Plan for the department. (d) City Manager Update City Manager Luger updated the Council regarding COVID-19 Operations for the City of Excelsior to include the Excelsior Pandemic Response Plan and City Hall Continuation Plan. Miller moved, Dierking seconded, to extend final dock payments to April 30, 2020. On a roll call vote Miller, Caron, Dierking and Carlson voted yes. Motion carried 4/0. 7. ADJOURNMENT Caron moved, Dierking seconded, to adjourn the meeting at 7:44 p.m. On a roll call vote, Caron, Dierking, Miller and Carlson voted yes. Motion carried 4/0.
