City of Excelsior Emergency City Council Meeting MINUTES Thursday, March 26, 2020 5:00 P.M. 1. CALL TO ORDER Mayor Carlson called the meeting to order at 5:07 p.m. This meeting was a remote meeting conducted via Zoom. 2. ROLL CALL City Council: Mayor Carlson and Councilmembers Caron, Dierking, Kurschner and Miller Absent: None Also Present: City Manager Luger, City Attorney Staunton and City Clerk Peterson 3. LOCAL STATE OF EMERGENCY Miller moved, Caron seconded, to adopt Resolution No. 2020-20 Resolution Enacted Under Authority of Minnesota Statutes §§ 12.29 and 12.37 to Extend the Period of a Mayor- Declared Local Emergency directing staff to monitor the situation and bring back updates to the April 6 Council meeting. On a roll call vote, Miller, Caron, Dierking, Kurschner and Carlson voted yes. Motion carried 5/0. 4. MODIFIED PANDEMIC PLAN Miller moved, Kurschner seconded, to approve the Pandemic Response Plan dated March 25, 2020 with the addition at the end of Section 3 “subject to review of the City Council” and update the Staffing Plan for City Hall and Public Works with the language to read “Employees are expected to work a 50 hour pay period to best of their ability” and strike the language “employees can utilize sick and/or vacation time to supplement their hours.” On a roll call vote, Miller, Kurschner, Caron, Dierking and Carlson voted yes. Motion carried 5/0. 5. APPROVED VERIFIED CLAIMS – APPROVE FOR PAYMENT MANUAL CHECKS #086300- #86329 Minutes Emergency City Council Meeting March 26, 2020 Page 2 Caron moved, Dierking seconded, to approve for payment manual checks #086300- #086329. On a roll call vote, Caron, Dierking, Miller, Kurschner and Carlson voted yes. Motion carried 5/0. OPEN MEETING TO THE PUBLIC None. 6. ADJOURNMENT Caron moved, Kurschner seconded, to adjourn the meeting at 5:48 p.m. On a roll call vote, Caron, Kurschner, Dierking, Miller and Carlson voted yes. Motion carried 5/0.
