City of Excelsior City Council Special Work Session MINUTES Monday, September 13, 2021 5:30 P.M. – 6:30 P.M. 1. Call to Order/Roll Call Mayor Carlson called the work session to order at 5:39 P.M. City Council: Mayor Carlson and Councilmembers Caron, Dierking, Hersman, and Kurschner Absent: None Also Present: City Manager Luger and City Attorney Staunton 2. Agenda Approval Kurschner moved, Hersman seconded, to approve the September 13, 2021 City Council Special Work Session Agenda. Motion carried 5/0. 3. 2022 Preliminary Budget Finance Director Palmer provided an update on the inquiries the Council had about the revenue and expenditure accounts from the previous meeting. Some additional topics the Council discussed included tax rate and levy analysis, ARPA funding, expenses of 106 Center Street, and funding of wish list items. The Council provided staff with direction to work on a budget that reflects not more than two percent tax rate increase from the previous year, itemize utilities of the 106 Center Street property and to provide additional information as noted. 4. Adjournment Dierking moved, Hersman seconded, to adjourn at 6:31 P.M. Motion carried 5/0.
