City of Excelsior Regular Council Meeting MINUTES Monday, October 3, 2022 6:30 P.M. 1. CALL TO ORDER Acting Mayor Caron called the meeting to order at 6:32 P.M. 2. ROLL CALL City Council: Acting Mayor Caron and Councilmembers Dierking and Hersman Absent: Mayor Carlson and Councilmember Kurschner Also Present: City Manager Luger, Public Works Amundsen, City Engineer Dawley, Community Development Director Mullin, Assistant City Manager/City Attorney Staunton, and City Clerk Williams 3. APPROVAL OF MINUTES (a) September 19, 2022 City Council Work Session Minutes (b) September 19, 2022 City Council Meeting Minutes (c) September 22, 2022 City Council Special Meeting Minutes (d) September 27, 2022 City Council Special Meeting Minutes Dierking moved, Hersman seconded, to approve the September 19, 2022 City Council Work Session Minutes, September 19, 2022 City Council Meeting Minutes, September 22, 2022 City Council Special Meeting Minutes, and September 27, 2022 City Council Special Meeting Minutes. Motion Carried 3/0. Minutes City Council Meeting Monday, October 3, 2022 Page 2 4. OPEN FORUM Todd Carlson, 634 Third Avenue, addressed the Council. Peter Hartwich, 186 George Street, addressed the Council about historic places. 5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS (a) Excelsior-Lake Minnetonka Chamber of Commerce Update Tiffany King, Excelsior-Lake Minnetonka Chamber of Commerce, gave an update on upcoming events. (b) 339 Third Street Update Acting Mayor Caron gave an update on the proposed 339 Third Street redevelopment project. (c) City Hall Update Kristi Luger, City Manager, gave an update on City Hall. (d) 106 Center Street Update Councilmember Dierking gave an update on 106 Center Street. (e) Heritage Preservation Commission Update Kevin Staunton, Assistant City Manager/City Attorney, gave an update on the Heritage Preservation Commission. (f) Concession/Plaza Project Update Tim Amundsen, Public Works Superintendent, gave an update on construction. (h) Fall Clean-Up October 29th Fall Clean-Up is scheduled for Saturday, October 29th. 6. MEET EXCELSIOR (a) None 7. AGENDA APPROVAL (a) Meeting Agenda Dierking moved, Hersman seconded, to approve the October 3, 2022 Meeting Agenda with the change to remove Item 13(c) and move Item 7(b)5 to Item 12(a). Motion carried 3/0. (b) Consent Agenda Dierking moved, Hersman seconded, to approve Items 7(b) 1,2,3, and 4. Motion carried 3/0. 1. Review Verified Claims under $20,000 and Approve Verified Claims over $20,000 Action – Reviewed Verified Claims under $20,000 and Approved Verified Claims over $20,000. 2. Second Reading of Ordinance No. 641 - 106 Center Street Landmark Designation Action – Waived the Second Reading and Adopted Ordinance No. 641 -106 Center Street Landmark Designation. Minutes City Council Meeting Monday, October 3, 2022 Page 4 3. August Financials Action – Approved August Financials. 4. September Building Permit Report Action – Approved September Building Permit Report. 5. Resolution 2022-37 Approving Variance Amendment for Garage 678 Pleasant Street Action – Moved to Item 12(a). 8. PUBLIC HEARINGS (a) None 9. PETITIONS, REQUESTS and COMMUNICATIONS (a) None 10. ORDINANCES and RESOLUTIONS (a) None 11. REPORTS of OFFICERS, BOARDS, and COMMITTEES (a) None 12. UNFINISHED BUSINESS (a) Resolution 2022-37 Approving Variance Amendment for Garage 678 Pleasant Street (Amended) Dierking moved, Hersman seconded, to adopt Resolution 2022-37 Approving Variance Amendment for Garage 678 Pleasant Street. Motion carried 2/1. Acting Mayor Caron voted no. Minutes City Council Meeting Monday, October 3, 2022 Page 5 13. NEW BUSINESS (a) Short-Term Option for City Hall No action. Discussion only. (b) Parking Requirements for Multifamily Uses, Planning Commission Report The Council provided staff with direction. (c) SLMPD Joint Powers Agreement (if needed) (Amended) Item removed from agenda. 14. ADJOURNMENT Dierking moved, Hersman seconded, to adjourn the meeting at 8:12 P.M. Motion carried 3/0.
