City of Excelsior City Council Special Work Session MINUTES Tuesday, September 27, 2022 5:30 P.M. – 6:30 P.M. 1. CALL TO ORDER/ROLL CALL Acting Mayor Caron called the work session to order at 5:30 P.M. City Council: Acting Mayor Caron and Councilmembers Dierking and Hersman Absent: Mayor Carlson and Councilmember Kurschner Also Present: City Manager Luger, Finance Director Palmer, City Attorney/Assistant City Manager Staunton, and City Clerk Williams 2. AGENDA APPROVAL Dierking moved, Hersman seconded, to approve the September 27, 2022 City Council Work Session Agenda. Motion carried 3/0. 3. UTILITY RATE STUDY Patty Kettles, Baker Tilly, presented the surface water and sewer utility rate study. The Council reviewed the proposed rates and revenues. 4.
