City of Excelsior City Council Special Meeting MINUTES Thursday, September 22, 2022 5:30 – 6:30 P.M. 1. CALL TO ORDER/ROLL CALL City Council: Acting Mayor Caron and Councilmembers Dierking and Hersman Absent: Mayor Carlson and Councilmember Kurschner Also Present: Public Works Superintendent Amundsen, City Manager Luger, Community Development Director Mullin, Finance Director Palmer, and City Attorney/Assistant City Manager Staunton 2. AGENDA APPROVAL Hersman moved, Dierking seconded, to approve the September 22, 2022 Special Meeting Agenda. Motion carried 3/0. 3. APPROVAL OF 2023 PRELIMINARY BUDGET Hersman moved, Dierking seconded, to approve Resolution 2022-40 Resolution Certifying 2022 Preliminary Property Tax Levy Collectible 2023, Proposed General Fund Budget, Public Meeting Dates, Times, and Location. Motion carried 3/0. Hersman moved, Dierking seconded, to approve Resolution 2022-41 Resolution Reducing Debt Service Levies for Taxes Payable in 2023.
