City of Excelsior City Council Strategy Session MINUTES Saturday, November 12, 2022 8:00 A.M. – 11:00 A.M. 1. CALL TO ORDER/ROLL CALL Mayor Carlson called the strategy session to order at 8:07 A.M. City Council: Mayor Carlson and Councilmembers Caron, Dierking, Hersman, and Tyler Absent: None Also Present: City Manager Luger, Public Works Superintendent, and City Clerk Williams 2. AGENDA APPROVAL Hersman moved, Dierking seconded, to approve to the November 12, 2022 Strategy Session Agenda. Motion carried 5/0. 3. DISCUSSION: The Council discussed the following topics: • Park and Recreation Commission’s Role • Maintenance Plan for The Commons • Community for The Commons Memorandum of Understanding • Vacant Properties • Residential Review Board • Tree Ordinance • South Lake Minnetonka Police Department Joint Powers Agreement • Shorewood Sewer Agreement • Open Discussion Minutes City Council Strategy Session November 12, 2022 Page 2 4.
