1. CALL TO ORDER
Mayor Carlson called the meeting to order at 6:30 P.M.
2. ROLL CALL
City Council: Mayor Carlson and Councilmembers Caron, Dierking, Hersman, and
Tyler
Absent: None
Also Present: City Manager Luger, Public Works Superintendent Amundsen, City
Engineer Dawley, Community Development Director Mullin, Finance
Director Palmer, and City Attorney/Assistant City Manager Staunton
3. APPROVAL OF MINUTES

Caron moved, Tyler seconded, to approve the October 17, 2022 City Council Work
Session Minutes and October 17, 2022 City Council Minutes. Motion carried 4/0.
Mayor Carlson abstained.
4. OPEN FORUM
Bruce Kelly, 165 Maple Street, addressed the Council about parking.
Kurt Wehrmann, 444 West Lake Street, addressed the Council about the siren and addition
of an environmental page to the website.
Bob Bolles, 229 George Street, welcomed the Mayor back.

Craig Rossebo, 662 Pleasant Street, addressed the Council about the ERASE group and
vacant properties.
Grant Smith, 220 Bell Street, addressed the Council about the ERASE group and vacant
properties.
Mark Knapp, 678 Pleasant Street, addressed the Council about the ERASE group and vacant
properties.
Peter Hartwich, 186 George Street, addressed the Council about expenditures and grants.
Jane Bauman, 31 Third Street, addressed the Council about the proposed 339 Third
Street/West Lot redevelopment.

Thomas Nicol and Pam Langseth, Excelsior Morning Rotary, addressed the Council.

Hersman moved, Dierking seconded to approve the November 7, 2022 Meeting
agenda with the change to continue Item 8(b), move Item 12(b) to 12(a), move Item
12(a) to 12(b), and addition of Item 13(b). Motion carried 5/0.

Tyler moved, Caron seconded, to approve the additional corporate officer to the

Third Street/West Lot proposed redevelopment.
Diane Bolles, 229 George Street, addressed the Council with concerns about the
