City of Excelsior City Council Special Meeting MINUTES Thursday, February 2, 2023 6:00 P.M. 1. CALL TO ORDER/ROLL CALL Mayor Carlson called the meeting to order at 6:02 P.M. City Council: Mayor Carlson and Councilmembers Caron, Dierking, and Tyler Absent: Councilmember Hersman Also Present: City Manager Luger, Public Works Superintendent Amundsen, Community Development Director Mullin, Assistant City Manager/City Attorney Staunton, and Administrative Services Director Williams 2. AGENDA APPROVAL Caron moved, Dierking seconded, to approve the February 2, 2023 City Council Special Meeting Agenda. Motion carried 4/0. 3. CHANGE ORDER #2 THE COMMONS CONCESSIONS Caron moved, Tyler seconded, to continue this item to the February 6, 2023 City Council Meeting. Motion carried 4/0.  Minutes City Council Special Meeting February 2, 2023 Page 2 4. 339 THIRD STREET FINANCIALS The Council discussed options that could be used to cover the financing gap which include utilizing the Capital Improvement fund, selling the remnant parcel, and issuing additional debt. The Council provided staff with direction and will continue discussion at the February 6, 2023 City Council Work Session. 5. WEST DRIVE Councilmember Caron recused herself. James Howarth, Snow Kreilich, gave a presentation. The Council provided staff with direction on the West Drive configuration. 6. CITY COUNCIL AND COMMISSION PACKET DEADLINES (IF TIME PERMITS) Councilmember Caron rejoined the meeting. The Council discussed moving the packet deadline up and previewing the draft agenda prior to City Council meetings. The Council provided staff with direction. 7.
