Mayor Carlson administered the Oath of Office to Nathan Schmidt.
1. CALL TO ORDER
Mayor Carlson called the meeting to order at 6:36 P.M.
2. ROLL CALL
City Council: Mayor Carlson and Councilmembers Caron, Dierking, Hersman, and
Tyler

Also Present: City Engineer Dawley, Finance Director Palmer,
City Attorney/Assistant City Manager Staunton, and

(a) Cemetery Management Application Update – Bryan Pittman
Bryan Pittman, WSB, gave an update on the Cemetery Management Application.
(b) Hockey Rink is Closed
Hockey Rink is closed.
(c) Spring Clean Up – Saturday, May 20th
Spring Clean Up is scheduled for Saturday, May 20th.
(d) Mayor Updates
Mayor Carlson gave an update on 300 Water Street and City Hall options.

Dierking moved, Hersman seconded, to approve the March 6, 2023 Meeting Agenda
with the addition of Item 13(b) RRP Review Evaluation. Motion carried 5/0.
(b) Consent Agenda
Tyler moved, Caron seconded, to approve Items 7(b) 1,2,3, 5, and pull Item 7(b)4 for
discussion. Motion carried 5/0.

Action – Adopted Resolution 2023-15 Imposing Temporary Parking
Restrictions Luck O' the Lake.
4. Parking Capacity and Parking Impact Fee for 2023
Action – Dierking moved, Hersman seconded, to continue this item to a
future meeting. Motion carried 5/0.
5. Resolution 2023-19 No Mow May Initiative
Action – Adopted Resolution 2023-19 No Mow May Initiative.
8. PUBLIC HEARINGS
(a) Resolution 2023-16 Granting On Sale Intoxicating and Sunday Liquor License
301 Water Street
Dierking moved, Tyler seconded, to adopt Resolution 2023-16 Granting On Sale
Intoxicating and Sunday Liquor License 301 Water Street. Motion carried 5/0.
(b) Variances from Front and Rear Yard Setbacks for Construction of a New Home
130 Grove Street
Gary & Jilly Lutz, 130 Grove Street, Applicants, addressed the Council.

Mayor Carlson read into the record, Don Shelby, 100 Grove Street, is in favor of the
application.
Hersman moved, Dierking seconded, to approve the Variances from Front and Rear
Yard Setbacks for Construction of a New Home at 130 Grove Street with the
conditions as discussed. Motion carried 4/1. Councilmember Caron voted no.

12. UNFINISHED BUSINESS
(a) Commons Concessions Plaza – Ballfield Stairs Review of Options
The Council provided staff with direction to move forward with Option 1A with the
conditions as discussed.
(b) Second Reading and Adoption of Ordinance No. 647 Food Truck Licensing
Dierking moved, Tyler seconded, to waive the second reading and adopt Ordinance
No. 647 Amending Food Truck Licensing Ordinance. Motion carried 5/0.

13. NEW BUSINESS
(a) Juneteenth Holiday
Tyler moved, Dierking seconded, to establish Juneteenth as a City holiday with the
closure of City offices on June 19, 2023 and moving the Monday, June 19th City
Council meeting to Tuesday, June 20th. Motion carried 5/0.
(b) RRP Review Evaluation (Amended)
The Council scheduled Special Work Sessions on Monday, March 27 5:00 P.M. – 6:30
P.M. and Monday, April 24 5:00 P.M. – 6:30 P.M.
14. ADJOURNMENT
Dierking moved, Hersman seconded, to adjourn the meeting at 8:26 P.M. Motion carried 5/0.
