City of Excelsior City Council Special Work Session MINUTES Monday, March 27, 2023 5:00 P.M. – 6:30 P.M. 1. CALL TO ORDER/ROLL CALL Mayor Carlson called the meeting to order at 5:10 P.M. City Council: Mayor Carlson and Councilmembers Caron, Hersman, and Tyler (arrived at 5:17 P.M.) Absent: Councilmember Dierking Also Present: City Manager Luger, Community Development Director Mullin, Assistant City Manager/City Attorney Staunton, and Administrative Services Director Williams 2. AGENDA APPROVAL Hersman moved, Caron seconded, to approve the March 27, 2023 City Council Special Work Session Agenda. Motion carried 3/0. 3. RESIDENTIAL REVIEW PERMIT PROCESS AND ORDINANCE The Council discussed the Residential Review Board structure and process. An emergency ordinance to temporarily make the Planning Commission the reviewing- body and the City Council the decision-making body on residential review permits will be brought to the April 3rd City Council meeting. At the April 24th City Council Special Work Session, the Council will review the context of neighborhoods, grade, and building height. Minutes City Council Closed Session March 27, 2023 Page 2 4.
