City of Excelsior Special City Council Meeting MINUTES Monday, April 24, 2023 5:00 P.M. 1. CALL TO ORDER/ROLL CALL Mayor Carlson called the meeting to order at 5:00 P.M. City Council: Mayor Carlson and Councilmembers Caron, Dierking, Hersman and Tyler Absent: None Also Present: City Manager Luger and Finance Director Palmer 2. AGENDA APPROVAL Hersman moved, Tyler seconded, to approve the April 27, 2023, Special City Council Meeting Agenda. Motion carried 5/0. 3. APPROVE RESOLTUTION 2023-36 REDEVELOPMENT GRANT PROGRAM Hersman moved, Caron seconded to approve Resolution 2023-36. Motion carried 5/0. 4. MATCHING REQUIREMENTS DISCUSSION The City Council discussed financing major projects within the City including pavement management plan projects, water treatment plant upgrades, city hall, Mill Street trail, and St. Alban’s Bay bridge. All the projects carry large costs. The City Council reviewed those costs, which also include the possibility of grant funds from both the State and Federal government. There was also discussion on comfort level with the City Council on matching  Minutes Special City Council Meeting April 24, 2023 Page 2 grant funds, should Excelsior be awarded grant money and how those matching funds would affect the various departments included in those projects. 5. CITY HALL OPTIONS The City Council reviewed various locations within Excelsior to have a permanent solution for City Hall. Costs associated with those options were also discussed. 6.
