1. CALL TO ORDER
Mayor Carlson called the meeting to order at 6:41 P.M.
2. ROLL CALL
City Council: Mayor Carlson and Councilmembers Caron, Hersman, and Tyler
Absent: Councilmember Dierking
Also Present: City Manger Luger, Community Development Director Mullin, Public
Works Superintendent Amundsen, and Finance Director Palmer
3. APPROVAL OF MINUTES
(a) April 17, 2023 City Council Minutes
(b) April 24, 2023 Special City Council Minutes
(c) May 1, 2023 Work Session Minutes
(d) May 1, 2023 City Council Minutes
Caron moved, Hersman seconded, to approve the April 17, 2023 City Council Minutes,
April 24, 2023 Special City Council Minutes, May 1, 2023 Work Session Minutes, and May
1, 2023 City Council Minutes. Motion carried 4/0.
4. OPEN FORUM
None
5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS
(a) Excelsior-Lake Minnetonka Chamber of Commerce Update
Tiffany King, Executive Director of the Excelsior-Lake Minnetonka Chamber of
Commerce, presented to the Council.
(b) Spring Cleanup – May 20
Mayor Carlson gave a reminder on Spring Cleanup Day.
(c) No Mow May
Mayor Carlson gave an update on requirements for No Mow May.
(d) Bells at Congregational Church
Councilmember Caron commented on the tolling of the church bells on the hour.
(e) Positive Comment
Councilmember Caron shared with the Council a positive comment and thank you she
received from a resident.
(f) Arbor Day
Councilmember Tyler gave an update on Tree City USA and Arbor Day planning.
(g) Zoom Update
Mayor Carlson provided an update on considerations for bringing back Zoom meetings.
(h) School and Morse Parking Impact
Mayor Carlson shared concerns regarding limited parking on School and Morse Avenues.
(i) West Lot Parking Citation

Mayor Carlson shared some concerns from citizens regarding being ticketed in the West
Parking Lot.
(j) Introducing Andra Ward
Parks Manager Andra Ward introduced herself to the Council and audience.

7. AGENDA APPROVAL
(a) Meeting Agenda
Hersman moved, Tyler seconded, to approve the May 15, 2023 Meeting Agenda. Motion
carried 4/0.
(b) Consent Agenda
Caron moved, Hersman seconded to approve the May 15, 2023 Consent Agenda and to
continue Item 7(b)3 to the June 5, 2023 City Council meeting. Motion carried 4/0.
1. Review Verified Claims under $20,000 and Approve Verified Claims over $20,000
Action - Approved Verified Claims under $20,000 and Approved Claims over
$20,000.
2. March 2023 Financials
Action - Approved March 2023 Financials.
3. Resolution Approving the Residential Review Permit for 254 Lake Street
Action - Continued to the June 5, 2023 City Council Meeting.
4. Approve 2023 Business License
Action - Approved 2023 Business License.
5. Resolution Authorizing the Sale of Bonds
Action - Approved Resolution Authorizing the Sale of Bonds.
6. Approve Pay Voucher No. 4 – Water Street Overlay Improvements
Action - Approved Pay Voucher No. 4 - Water Street Overlay Improvements.

9. PETITIONS, REQUESTS and COMMUNICATIONS
(a) 2022 Audit
Bonnie Schweiger, Abdo Solutions, presented the 2022 Audit report to the City Council.
(b) Gift Agreement for New Seating Installation
Eric Snyder, Community for the Commons, presented to the City Council.
Hersman moved, Caron seconded to authorize a three-way gift agreement for new
seating installation. Motion fails 3/1 due to the vote requiring a super majority.
Councilmember Tyler voted no.
Hersman moved, Caron seconded to rescind the previous motion and continue the item
to the June 5, 2023 City Council meeting for a full Council review. Motion carried 4/0.

13. NEW BUSINESS
(a) Temporary Parking Plan During Construction
City Council directed staff to stripe spaces at 106 Center Street and Ginger Salon for
parking.
(b) Walker Proposal for Consulting Services – Parking Strategic Planning
Tyler moved, Hersman seconded to continue the Walker Proposal for Consulting Services
to the June 5, 2023 City Council meeting. Motion carried 4/0.
14. ADJOURNMENT
Caron moved, Hersman seconded to adjourn the meeting at 8:48 P.M. Motion carried 4/0.
