City of Excelsior Regular Council Meeting MINUTES Tuesday, June 20, 2023 6:30 P.M. 1. CALL TO ORDER Mayor Carlson called the meeting to order at 6:34 P.M. 2. ROLL CALL City Council: Mayor Carlson and Councilmembers Caron, Dierking, Hersman, and Tyler Absent: None Also Present: City Manager Luger, City Attorney/Assistant City Manager Staunton, Public Works Superintendent Amundsen, and Community Development Director Mullin 3. APPROVAL OF MINUTES (a) June 5, 2023 Closed Session Minutes Hersman moved, Dierking seconded, to approve the June 5, 2023 Closed Session Minutes. Motion carried 4/0. Caron abstained. (b) June 5, 2023 Work Session Minutes (c) June 5, 2023 City Council Minutes Caron moved, Dierking seconded, to approve the June 5, 2023 City Council Work Session Minutes and the June 5, 2023 City Council Minutes. Motion carried 5/0. 4. OPEN FORUM Bob Bolles, 229 George Street, addressed the Council about sound at City Council meetings and City Hall location. 5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS Minutes City Council Meeting Tuesday, June 20, 2023 Page 2 (a) Next City Council Meeting—July 17 Mayor Carlson gave a reminder that the next City Council meeting will be on July 17. The City Council will be holding a strategy session on Monday, June 25 from 5:00 to 7:00 P.M. (b) Concession Plaza Ribbon Cutting Mayor Carlson recognized Community for the Commons for the ribbon cutting event on June 16, 2023. (c) SLMPD Work Session Mayor Carlson gave an update on items discussed at the work session. (d) Zoom meeting update Mayor Carlson gave an update that Zoom meetings will be returning in July. (e) Sound Issues at City Council Meetings Mayor Carlson gave an update that staff is still working on ways to improve the audio at City Council meetings. (f) Mill Street Project Mayor Carlson gave an update that he has met with Hennepin County and WSB to discuss options for the project. 6. MEET EXCELSIOR (a) None 7. AGENDA APPROVAL (a) Meeting Agenda Tyler moved, Hersman seconded to approve the June 20, 2023 City Council agenda with the amendment of moving item 8(a) to follow item 11(c). Minutes City Council Meeting Tuesday, June 20, 2023 Page 3 (b) Consent Agenda Dierking moved, Caron seconded to continue item 7(b)3 to the July 17, 2023 City Council Meeting. Motion carried 5/0. Tyler moved, Hersman seconded to approve items 7(b)1, 2, 4, 5, 6, 7, 8, 9. Motion carried 5/0. 1. Review Verified Claims under $20,000 and Approve Verified Claims over $20,000 Action - Reviewed Claims under $20,000 and Approved Verified Claims over $20,000. 2. Receive Quotes and Aware Contract—2023 Crack Sealing Maintenance Action - Contact Awarded. 3. Approve 2024 Excelsior Fire District Budget Action - Continued to the July 17, 2023 City Council meeting. 4. Resolution of Support for 2024 Bonding Bill Action - Approved Resolution of Support for 2024 Bonding Bill. 5. Approve Pay Vouchers #10 and #11 for the Commons Concession Plaza Action - Approved Pay Vouchers #10 and #11 for the Commons Concession Plaza. 6. Schedule Strategy Session for June 26 at the City Offices Action - Scheduled Strategy Session for June 26 at the City Offices. 7. Approve Pay Voucher #5 and Final—Water Street Overlay Improvements Project Action - Approved Pay Voucher #5 and Final—Water Street Overlay Improvements Project. 8. Approve Pay Voucher #2-Excelsior Boulevard Lift Station Rehabilitation Action - Approved Pay Voucher #2-Excelsior Boulevard Lift Station Rehabilitation. Action - Approved Pay Voucher #15-2021 Street and Utility Improvement Project. 8. PUBLIC HEARINGS (a) 151 Bell Street Residential Review Permit Application Caron moved, Hersman seconded, to deny Residential Review Permit Application for 151 Bell Street with the recommended changes. Motion Carried 5/0. 9. PETITIONS, REQUESTS and COMMUNICATIONS (a) None 10. ORDINANCES and RESOLUTIONS (a) Resolution 2023-45 Issuing 2023A GO TIF Bonds Dierking moved, Tyler seconded to approve Resolution 2023-23 Issuing 2023A GO TIF Bonds. Motion carried 5/0. 11. REPORTS of OFFICERS, BOARDS, and COMMITTEES (a) 500 Third Street Sketch Plan Review Steve Mueller, Steve’s Drafting and Home Design, applicant, addressed the City Council. The Council provided comments regarding the sketch plan. (b) Consideration of Motion to Rescind the May 1 Approval of the Residential Review Permit Application by the Owners of 254 Lake Street. Troy Mathwig, applicant, addressed the City Council. Hersman moved, Caron seconded to rescind the May 1 approval of the Residential Review Permit Application by the owners of 254 Lake Street. Motion carried 3/2. Carlson and Dierking voted no. Minutes City Council Meeting Tuesday, June 20, 2023 Page 5 (c) Action on Residential Review Permit for 254 Lake Street. Troy Mathwig, applicant, addressed the City Council. Peter Eskuche, Eskuche Design Group, addressed the City Council. Caron moved, Hersman seconded to deny the Residential Review Permit for 254 Lake Street. Motion carried 3/2. Carlson and Dierking voted no. 12. UNFINISHED BUSINESS (a) None 13.
