City of Excelsior City Council Special Work Session MINUTES Monday, June 26, 2023 1. CALL TO ORDER/ROLL CALL Acting Mayor Caron called the work session to order at 5:03 P.M. City Council: Mayor Carlson (arrived at 5:06 P.M.) and Councilmembers Caron, Dierking, Hersman and Tyler Absent: None Also Present: City Manager Luger and Assistant City Manager/City Attorney Staunton 2. AGENDA APPROVAL Hersman moved, Dierking seconded to approve the June 26, 2023 City Council Special Work Session Agenda. Motion carried 4/0. 3. SOUTH LAKE MINNETONKA POLICE DEPARTMENT JOINT POWERS AGREEMENT AND BUDGET City Manager Luger updated the Council on the status of the Joint Powers Agreement (JPA) and proposed budget. The Council provided their feedback on the JPA and proposed budget. 4. PRIORITIZING ZONING UPDATES The Council discussed the City’s objectives and put the items listed under zoning updates in priority order. 5.
