City of Excelsior City Council Special Work Session MINUTES Monday, July 31, 2023 1. CALL TO ORDER/ROLL CALL Mayor Carlson called the work session to order at 5:32 P.M. City Council: Mayor Carlson and Councilmembers Caron, Dierking (arrived at 5:37 P.M.), Hersman and Tyler Absent: None Also Present: City Manager Luger and Assistant City Manager/City Attorney Staunton 2. AGENDA APPROVAL Hersman moved, Caron seconded to approve the July 31, 2023 City Council Special Work Session Agenda. Motion carried 4/0. 3. SOUTH LAKE MINNETONKA POLICE DEPARTMENT JOINT POWERS AGREEMENT AND BUDGET City Manager Luger updated the Council on the status of the Joint Powers Agreement (JPA). The Council provided their feedback on the JPA. 4. CANNABIS USE IN PUBLIC DISCUSSION Assistant City Manager/City Attorney Staunton updated the Council on the bill that legalizes the sale, possession, and use of marijuana for recreational purposes in Minnesota. The Council directed staff to draft an emergency ordinance prohibiting the use of cannabis products in public spaces. 5.
