CALL TO ORDER Mayor Carlson called the meeting to order at 6:35 P.M. 2. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS (a) 339 Third Street Update Mark Madero, Ironmark, gave an update on the 339 Third Street Construction. John Bradford, WSB, gave an update on the 339 Third Street project funds. (b) HPC Update – 345 Water Street Kevin Staunton, Assistant City Manager/City Attorney, gave an update on the 345 Water Street project. (c) Excelsior Fire District Update Councilmember Dierking gave an update on the Excelsior Fire District. (d) Mayor Updates Mayor Carlson gave a compliment to the business district and gave an update on the SLMPD JPA. 6. MEET EXCELSIOR (a) None 7. Building Code Amendments (Chapter 8), First Reading Action – Waived the first reading and scheduled the second reading and adoption of Ordinance No. 654. at the August 21, 2023 Meeting. 10. Resolution 2023-57 Calling for Public Hearing on Assessment for Water Street Overlay Improvement Project Action – Adopted Resolution 2023-57 Calling for Public Hearing on Assessment for Water Street Overlay Improvement Project. 11. Resolution 2023-58 Calling for Public Hearing on Assessment for 2021 Street and Utility Improvement Project Action – Adopted Resolution 2023-58 Calling for Public Hearing on Assessment for 2021 Street and Utility Improvement Project. 12. Receive Quotes and Award Contract 2023 Sewer Improvement Project Action – Received Quotes and Awarded a Construction Contract for the 2023 Sewer Improvement Project for the Grand Total in the amount of $65,563 to Hydro-Klean, LLC. 13. PUBLIC HEARINGS (a) 163 Second Street Residential Review Permit Application Dierking moved, Hersman seconded, to continue this item to the August 21, 2023 City Council Meeting. Motion carried 5/0. 9. PETITIONS, REQUESTS and COMMUNICATIONS (a) None 10. ORDINANCES and RESOLUTIONS (a) Emergency Ordinance – Use of Recreational Cannabis in Public Dierking moved, Tyler seconded, to waive the reading and adopt Emergency Ordinance No. 655. Motion carried 5/0. 11. REPORTS of OFFICERS, BOARDS, and COMMITTEES (a) Planning Commission Vacancy Hersman moved, Dierking seconded, to appoint Matt Neale to the Planning Commission. Motion carried 5/0. 12. UNFINISHED BUSINESS (a) Oak Savanna Project Hersman moved, Caron seconded, to approve the Oak Savanna Project for work to begin in early Fall 2023. Motion carried 5/0. 13. NEW BUSINESS (a) Objectives for a Comprehensive Review of the Sign Ordinance (Chapter 24) The Council provided staff with direction. Minutes City Council Meeting Monday, August 7, 2023 Page 6 (b) Short Term Rental Work Group The Council provided staff with direction. (c) Parking Ordinance Amendment (Chapter 32), Waive Second Reading and Approval (Amended) Caron moved, Hersman seconded, to approve parking at 106 Center Street with no paid parking on the weekends. Motion failed 2/2. Mayor Carlson and Councilmember Dierking voted no. Councilmember Tyler abstained. Dierking moved, Tyler seconded, to adopt version one of Ordinance No. 653. Motion carried 3/2. Councilmember Caron and Hersman voted no. 14. ADJOURNMENT Hersman moved, Dierking seconded, to adjourn the meeting at 8:38 P.M. Motion carried 5/0.
