City of Excelsior City Council Special Work Session MINUTES Monday, August 14, 2023 City Offices – 350 Highway 7, Suite 230, Excelsior, MN 55331 5:30 P.M. – 6:30 P.M. 1. CALL TO ORDER/ROLL CALL Acting Mayor Caron called the meeting to order at 5:30 P.M. City Council: Acting Mayor Caron and Councilmembers Dierking (participated in the discussion remotely), Hersman, and Tyler Absent: Mayor Carlson Also Present: City Manager Luger and Assistant City Manager/City Attorney Staunton 2. AGENDA APPROVAL Tyler moved, Hersman seconded, to approve the August 14, 2023 City Council Special Work Session Agenda. Motion carried 3/0. 3. PARKING IMPACT FEE FOR 301 WATER STREET Aaron Switz, Owner, 301 Water Street, addressed the Council. Dan Johson, 240 Third Street, addressed the Council. The Council reviewed the parking impact fee options for 301 Water Street and provided staff with direction. Minutes City Council Special Work Session Monday, August 14, 2023 Page 2 4. SOUTH LAKE MINNETONKA POLICE DEPARTMENT JOINT POWERS AGREEMENT City Manager Luger updated the Council on the status of the Joint Powers Agreement (JPA). The Council provided their feedback on the JPA. 5. ADJOURNMENT Tyler moved, Hersman seconded, to adjourn the special work session at 6:30 P.M. Motion carried 3/0.
