City of Excelsior City Council Special Meeting MINUTES Monday, September 25, 2023 City Offices – 350 Highway 7, Suite 230, Excelsior, MN 55331 5:30 P.M. 1. CALL TO ORDER/ROLL CALL Mayor Carlson called the meeting to order at 5:38 P.M. City Council: Mayor Carlson and Councilmembers Caron (participated in the discussion remotely), Dierking, Hersman, and Tyler Absent: None Also Present: City Manager Luger, Public Works Superintendent Amundsen, Finance Director Palmer, and Administrative Services Williams 2. AGENDA APPROVAL Hersman moved, Dierking seconded, to approve the September 25, 2023 City Council Special Meeting. Motion carried 4/0. 3. CERTIFY 2023 PRELIMINARY PROPERTY TAX LEVY COLLECTIBLE 2024 The City Council decided on a 12.9% increase over the 2023 final levy. Dierking moved, Tyler seconded, to adopt Resolution 2023-64 Resolution Certifying 2023 Preliminary Property Tax Levy Collectible 2024, Proposed General Fund Budget, Public Meeting Dates, Times, and Location. Motion carried 3/1. Councilmember Hersman voted no. Dierking moved, Tyler seconded, to adopt Resolution 2023-65 Resolution Reducing Debt Service Levies for Taxes Payable in 2024.
