City of Excelsior City Council Special Work Session MINUTES Monday, November 13, 2023 City Offices – 350 Highway 7, Suite 230, Excelsior, MN 55331 5:30 P.M. – 6:30 P.M. 1. CALL TO ORDER/ROLL CALL Mayor Carlson called the meeting to order at 5:39 P.M. City Council Present: Mayor Carlson and Councilmembers Caron, Dierking, and Tyler City Council Absent: Councilmember Hersman Also Present: City Manager Luger 2. AGENDA APPROVAL Caron moved, Dierking seconded, to approve the November 13, 2023 City Council Special Work Session Agenda. Motion carried 4/0. 3. 2024 PERSONNEL COST & SUCCESSION PLANNING The Council discussed the City Attorney’s pending retirement and some of the personnel costs that are proposed in the 2024 budget. 5.
