1. CALL TO ORDER
Mayor Carlson called the meeting to order at 6:33 P.M.
2. ROLL CALL
City Council: Mayor Carlson and Councilmembers Caron, Dierking, Hersman, and
Tyler
Also Present: City Manager Luger, Assistant City Manager/City Attorney Staunton,
and Administrative Services Director Williams
3. APPROVAL OF MINUTES
(a) None
4. OPEN FORUM
Merle MacKenzie, 701 Highway 7, addressed the Council about the Christkindlemsarkt and
the Flea Market and concerns about the cost of event fees.
Sandy Clifford, Excelsior Farmers Market, addressed the Council with concerns about the
cost of event fees.
Bruce Kelly, 165 Maple Street, addressed the Council with concerns on several agenda items
including the Ballpark PAC, LMCD Review and E-bike Ordinance.
Peter Hartwich, 186 George Street, addressed the Council in support of
Christkindlesmarkt/Flea Market and Farmer’s Market and concerns about a potential hotel
in Excelsior and how it may affect the community.
Diane Bolles, 229 George Street, addressed the Council in support of the Christkindlesmarkt
proposal stating that it is an important part of the Excelsior tradition.

5. CITY COUNCIL COMMUNICATIONS, QUESTIONS, and REPORTS
(a) June 3, 2024 City Council Meeting Attendance
Council discussed attendance for the June 3, 2024 City Council Meeting.
(b) Water Treatment Plant Financial Update
Morgan Dawley, City Engineer, gave an update on the Water Treatment Plant.
(c) Ballfield PAC Update
Councilmember Hersman gave the Ballfield PAC update.
(d) Parks and Recreation Commission Update
The Parks and Recreation Update will be continued to the June 3, 2024 City Council
Meeting.
(e) Memorial Day Parade – Monday, May 27
Kristi Luger, City Manager, announced that there will be a program beginning at
10:00 A.M. at Excelsior Elementary School with a Parade and Flyover at 11:00 A.M.
along Water Street and ending with a gravesite ceremony at Oak Hill Cemetery at
11:30 A.M.
6. MEET EXCELSIOR
(a) SLMPD Police Chief Brian Tholen
Police Chief, Brian Tholen, gave an update on the South Lake Minnetonka Police
Department.
7. AGENDA APPROVAL

Tyler moved, Caron seconded, to approve the May 20, 2024 Meeting Agenda with
the change to move item 9(a) to 13(a), continue item 8(a) to the June 17, 2024 City
Council Meeting and add item 13(b) Flea Market/Farmers Market Fee Discussion.
Motion carried 5/0.
(b) Consent Agenda
Hersman moved to approve the May 20, 2024 Consent Agenda. Dierking moved,
Tyler seconded, to amend the motion to approve the May 20, 2024 Consent Agenda
with the removal of item 7(b)3. Motion carried 5/0.
1. Review Verified Claims under $20,000 and Approve Verified Claims over
$20,000
Action – Reviewed Verified Claims under $20,000 and Approved Verified
Claims over $20,000.
2. Arbor Day Proclamation
Action – adopted the proclamation for May 18, 2024 Inaugural Tree City USA
Celebratory event as the Arbor Day celebration for the City of Excelsior.
3. Continue Plaza Signage to the July 15, 2024 City Council Meeting
Action – Removed from the Consent Agenda.
8. PUBLIC HEARINGS
(a) 163 Second Street Variance – Continued to the June 3, 2024 City Council Meeting
Item continued to June 17, 2024 City Council Meeting.
9. PETITIONS, REQUESTS and COMMUNICATIONS
(a) LMCD Request for Review and Comments on Minnetonka Marina – Excelsior Bay
Item moved to 13(a).

10. ORDINANCES and RESOLUTIONS
(a) Ordinance No. 667 E-Bikes
Dierking move, Caron seconded to waive the first reading and schedule the second
reading and adoption of Ordinance No. 667 for June 3, 2024 with the added
emergency language.
11. REPORTS of OFFICERS, BOARDS, and COMMITTEES
(a) None

13. NEW BUSINESS
(a) LMCD Request for Review and Comments on Minnetonka Marina – Excelsior Bay
The Council directed staff to prepare and submit a letter to the LMCD.
(b) Flea Market/Farmers Market Fee Discussion
Ther Council directed staff to bring back information for discussion at the June 3,
2024 City Council Meeting.
14. ADJOURNMENT
Dierking moved, Tyler seconded, to adjourn the meeting at 7.57 P.M. Motion carried 5/0.
