City of Excelsior Hennepin County, Minnesota Minutes Park and Recreation Commission Tuesday, May 15th, 2018 1. CALL TO ORDER/ROLL CALL: Vice Chair Sobiech called the meeting to order at 6:15 p.m. Commissioners present: Berghorst, Mullenbach, Rogney (arrived at 6:20 pm), Sobiech and Wahlstedt. Commissioners Absent: Honzl, Wolfe Also present: Public Works Superintendent Tim Amundsen, Deb Rodgers and Eric Snyder with Community for the Commons. 2. AGENDA APPROVAL Berghorst moved, Mullenbach seconded, to approve the agenda as presented, Motion carried 5/0. 3. APPROVAL OF MINUTES FROM, APRIL 10, 2018 Mullenbach moved, Wahlstedt seconded, to approve the minutes as presented. Motion carried 5/0. 4. CITIZEN REPORTS OR COMMENTS a) None 5. UNFINISHED BUSINESS a) None 6. NEW BUSINESS a) Endow A Tree with Community for the Commons. Deb Rogers and Eric Snyder presented an informative Power Point to address the initial Outline for the project. The program would help offset maintenance to existing trees or to plant new trees in trust. Varying levels of donation categories for trees and other projects in the Commons. There are 14 designated areas of improvement with possible first action to the Shoreline stabilization on the Bluff area thru grants and donations. City has applied for a grant in partnership with Great River Greenery. Other projects could be grouped together to help offset costs and delays Mullenbach moved, Wahlstedt seconded, to recommend approval as presented to City Council. Motion carried 5/0. NEW BUSINESS b) Memorial Bench Request - Loren Lassard Mullenbach moved, Wahlstedt seconded, to approve the bench request as indicated between current benches #6 and #7 in The Commons. Motion carried 5/0. At the next meeting the Commissioners should discuss current saturation count and discuss adding picnic tables for an additional option. 7. VERBAL REPORTS FOR DISCUSSION a) Partnership with Historical Society for Electrical boxes and ticket booths. Discussed no action taken. b) The Commons Master Planning: Briefed, no action taken. b) Eagle Scout Projects: Amundsen to keep information on the raised beds as a possibility for a later date. c) Additional Canoe/kayak racks: Wahlstedt moved, Rogney seconded, to proceed with cost analysis for an addition two racks with placement to be determined in the existing area. Motion carried 5/0. d) Disk golf proposal: Wahlstedt moved, Rogney seconded, to not allow disk golf in Excelsior Parks due to limited space and safety of other park users. Motion carried, 5/0. 8. UPDATES/INFORMATION (a) Ballpark Maintenance: Public Works Superintendent Tim Amundsen will add timer to the ballfield lights. (b) Community Garden Committee Report: Public works tilled the plots and are currently building a raised bed in a low-lying plot to study the feasibility for rental opportunities. (c) Concerts in the Park: Briefed, no action taken. (d) Park Maintenance Log: Briefed and vetted. Please provide printout list for the June meeting so Commission and Amundsen can vet. (e) Minnehaha Steam Boat Group: Please take off on agenda as no action provided by the Minnehaha group. (f) Discussion on Port Bell: Discussed, Park and Recreation Commissioners would like it moved to a more visible location, so it doesn’t look so lonely. MISCELLANEOUS/ COMMISSIONER COMMENTS a) Recent Council Action Discussed by Board, no recent actions. 11.
