City of Excelsior Hennepin County, Minnesota Minutes Park and Recreation Commission Tuesday, November 13, 2018 1. CALL TO ORDER/ROLL Chair Wolfe called the meeting to order at 6:20 p.m. Commissioners present: Chair Wolfe, Berghorst, Mullenbach and Wahlstedt. Commissioners Absent: Honzl, Vice Chair Sobiech, Rogney. Also present: Public Works Superintendent Tim Amundsen. 2. AGENDA APPROVAL Mullenbach moved, Berghorst seconded, to approve the agenda as presented. Motion Carried 4/0. 3. APPROVAL OF MINUTES a) None 4. CITIZEN REPORTS OR COMMENTS a) None 5. UNFINISHED BUSINESS a) 2018 MOORING POLICY Mullenbach moved, Berghorst seconded, to amend the dock policy with the recommended changes that were discussed, Motion approved 4/0. b) Mitten Pond and Gazebo Wahlstedt moved, Berghorst seconded, to recommend moving forward with the three proposals from WSB, Motion approved 4/0. 6. NEW BUSINESS a) End of season meeting with garden plot renters. Gardeners had a successful season even with the wet spring. Liz Kelliher from Bell Street thanked Public Works Superintendent and crew for getting the plots ready and having additional soil and compost available this year. Gardeners would like a communal compost area, possibly in the low-lying plots. Pathways could use some work with weed control. Minutes Park and Recreation Commission November 13, 2018 Page 2 of 2 b) Adopt a tree-Bench and Arborscope Carrie Larson, a volunteer from Community for the Commons briefed the Board on the two trees that have been adopted so far. Also included are the interactive stakes/labels to be added to adopted trees. Berghorst moved, Mullenbach seconded, to adopt the Oak tree on the point between the beaches. Motion carried 4/0. Carrie also provided two (4”x6”) black brass samples with block lettering. To give the Commissioners an example of what will be used in The Commons. Mullenbach approved the samples provided, Berghorst seconded. Motion carried 4/0. 7. VERBAL REPORTS FOR DISCUSSION a) Partnership with Historical Society for Electrical boxes and ticket booth. b) The Commons Master Planning: Briefed, no action taken. c) Eagle Scout Projects: Briefed, no action taken. 8. UPDATES/INFORMATION (a) Ballpark Maintenance: Briefed, no action taken. (b) Community Garden Committee Report: Briefed, no action taken. (c) Concerts in the Park: Briefed, no action taken. (d) Park Maintenance Log: Briefed, no action taken. (e) Discussion on Port Bell: Briefed, no action taken. 9. MONTHLY FINANCIALS: (a) None 10. MISCELLANEOUS/ COMMISSIONER COMMENTS (a) Recent Council Action 11.
