Approved Meeting Minutes Fairfield Town Council Regular Meeting July 11, 2023 Regular Meeting Date: Tuesday, July 11, 2022 Location: Fairfield Town Office 103 East Main Street Fairfield, Utah Time: 7:00 P.M. Minutes By: Stephanie Shelley Agenda Item #1- Open The Town Council Regular Session Meeting. Mayor Gurney Opened The Town Council Regular Meeting At 7:00 P.M. Agenda Item #2- Roll Call Town Council Members Present Mayor Brad Gurney, Rl Panek, Tyler Thomas, Richard Cameron Excused: Hollie Mckinney Staff Present: Stephanie Shelley- Recorder Others Present: Neil Schwenoiman, Ryan Durrant Others Present Via Zoom: Larry Jenkins, Agenda Item #3- Prayer / Pledge Of Allegiance Councilman Cameron offered the prayer. Mayor Gurney led the Pledge of Allegiance. Agenda Item #4-Town Council will Close the Work Session for a Closed Meeting per State Code 52-4-205. (1) A closed meeting described under Section (c)strategy sessions to discuss pending or reasonably imminent litigation; Councilman Panek motioned to close the meeting. Councilman Cameron seconded the motion. Time 7:03 pm. Mayor Gurney - Yes Councilman Cameron - Yes Councilman Panek - Yes 1 of 4 Approved Meeting Minutes Fairfield Town Council Regular Meeting July 11, 2023 Councilman Thomas - Yes Re-opened the Regular Meeting at 7:25 p.m. Agenda Item # 5- Discuss and Vote on North Pointes Business License. The Council felt as if the Town should extend the renewal of the business license for North Pointe since it is in negotiations for the Business License and CUP. Councilman Thomas made a motion to extend North Pointe Business license until August fifteenth, which is our next regular Town Council meeting. Councilman Cameron seconded the motion. Mayor Gurney - Yes Councilman Cameron - Yes Councilman Panek - Yes Councilman Thomas - Yes Agenda Item #6 - Planning Commission Update. Commissioner Pringle has their meeting tomorrow night. They are working on finishing up the General Plan and will also be working on the solar ordinance. Planning and Zoning has Vonda Cook working on codifying it. They are also working on a Battery storage ordinance. She did ask Councilman Cameron to send her any information on the Town Park. Agenda Item # 7-Discussion on Title 3 business licenses. Short Discussion on changes on the amended changes in Title 3. Agenda Item #8 -Vote to Approve Title 3 business licenses. Councilman Thomas motioned to adopt the Ordinance #07112023 and Amendment to Title 3. Councilman Panek Seconded the motion. Mayor Gurney - Yes Councilman Cameron - Yes Councilman Panek - Yes Councilman Thomas Agenda Item #9 -Vote To Approve Cooperative Agreement Between The Utah Division Of Forestry, Fire And State Lands And Fairfield. Councilman Thomas made a motion to approve the Cooperative Agreement Between The Utah Division Of Forestry, Fire And State Lands And the Town of Fairfield. Councilman Panek seconded the motion. Mayor Gurney - Yes Councilman Cameron - Yes 2 of 4 Approved Meeting Minutes Fairfield Town Council Regular Meeting July 11, 2023 Councilman Panek - Yes Councilman Thomas Agenda Item #10 -Discussion on the Town Park. Councilman Cameron has provided VCBO with details regarding the location of parking and intends to address arsenic coverage through a Geotech report. The next step involves obtaining bids for a site grading plan. Mayor Gurney mentioned that McNeil Engineering conducted a site flyover. Councilman Cameron aims for the next council meeting to create a priority list for park tasks, including bids and volunteer efforts. The council deliberated on the liabilities concerning accidents involving both the general contractor and volunteers. Councilman Cameron is seeking information regarding liability insurance for the town park. Mayor Gurney will ask Larry Jenkins to research this matter. Agenda Item #11 -Vote To Approve The Minutes Work Session May 16, 2023. The agenda item was Tabled until the next meeting. Agenda Item #12 -Vote To Approve The Minutes Work/Regular Session June 13, 2023. The agenda item was tabled until the next meeting. Agenda Item #13 - Discussion On Upcoming Agenda Items. Mayor Gurney asked Commissioner Pringle if she had sent the general plan to the Town Council yet. She informed the Mayor she had not done that yet. Agenda Item #14 - Discussion On Old Business. Councilman Thomas informed the council that the Durrant/McKinney waterline was installed. It is waiting for asphalt. The company that did the waterline has not given the final bill to Councilman Thomas yet. Councilman Panek stated that IRL is still working on the landfill cell. They should be out soon to grade some of the roads throughout Town. Agenda Item #15 - Discussion On New Business Mayor Gurney addressed a town-wide odor issue, which Commissioner Pringle attributed to trucks heading to IRL. They suspect the smell originates from the Eagle Mountain sewage plant's disposal at IRL or whey dumping on the town's north side. Mayor Gurney assigned Councilman Panek to approach IRL about this matter. Councilman Cameron emphasized the necessity of a site plan for the park to inform Rocky Mountain Power of upcoming plans. 3 of 4 Approved Meeting Minutes Fairfield Town Council Regular Meeting July 11, 2023 Stephanie Shelley announced a 'Meet the Candidate Night' scheduled for September at the schoolhouse. Agenda Item #16 - Adjourn The Town Council Regular Meeting Councilman Thomas Made A Motion To Adjourn The Meeting. Councilman Panekl Seconded The Motion. The Motion Passed Unanimously.
