January 28, 2014 The regular meeting of the City Council of the City of Fairmont was held at 7:00 p.m. on the 28th day of January, 2014, at the Public Safety Building located at 500 Quincy Street in Fairmont, West Virginia. Mayor Straight called the meeting to order. Councilmembers present were: First District Robert D. (Bob) Gribben Second District Travis L. Blosser Third District Deborah D. (Debbie) Seifrit Fourth District William H. (Bill) Burdick Fifth District Charles E. (Chuck) Warner Sixth District Daniel K. (Dan) Weber Seventh District Robert Garcia Eighth District Robin W. Smith Ninth District Ronald J. (Ron) Straight, Sr. Also present were: City Manager Jay Rogers City Clerk Janet L. Keller City Attorney Kevin V. Sansalone City Planner Kathy Wyrosdick IN RE: OPENING CEREMONIES Rev. D.D. Meighen gave the invocation followed by the Pledge of Allegiance to the Flag led by Councilmember Warner. APPROVAL OF MINUTES Mayor Straight noted that each member of Council had received a copy of the minutes from the regular meeting held on January 16, 2014. He asked if there were any corrections, deletions, or amendments. Councilmember Warner moved to approve the minutes as submitted. Councilmember Seifrit seconded the motion. The Mayor declared the minutes approved as submitted by voice vote of Council. 1 PUBLIC HEARINGS No public hearings were scheduled for this meeting. ANNOUNCEMENTS IN RE: REV. D.D. MEIGHEN COMMENDED Councilmember Gribben commended Rev. D. D. Meighen for what he does at the City Council meetings and for being no meaningful to the community. IN RE: PUBLIC WORKS COMMENDED Several of the Councilmembers commended Ron Miller and the Public Works Department for the cleaning of the streets during the recent snow storms. IN RE: PIERPONT PRIDE DAY Councilmember Burdick reported that he attended the Pierpont Pride Day celebration on January 24th. IN RE: INTERCHANGE NAMED Councilmember Burdick reported that the Legislators named the interchange at the Morgantown Town Center as Mike Oliverio, Sr. Interchange. IN RE: CONDOLENCES TO THE FELTZ FAMILY Several Councilmembers expressed condolences to Joe Feltz and his family on the recent passing of his brother, Jim. IN RE: OPEN HOUSE FOR COUNCILMEMBER GARCIA’S FATHER Councilmember Garcia reported that his family had a reception for his father in honor of his 90th birthday on Sunday, January 26th. CITIZENS PETITIONS IN RE: MARION COUNTY COALITION TO END HOMELESSNESS 2 GENA WAGAMAN addressed Council regarding the Marion County Coalition to end homelessness. IN RE: TROOP 14 SCOUTS INTRODUCED The Mayor introduced three scouts from Troop 14 with Highland Avenue Methodist Church that were in attendance. A welcome was given to the scouts. CITY MANAGER’S REPORT IN RE: CLEVELAND AVENUE STRUCTURES The City Manager announced that bids were taken for the demolition of the blighted and dilapidated structures on Cleveland Avenue. He reported that the City received bids last Friday and the demolition cost came in at $26,998. He noted that those structures will be taken down in the very near future. IN RE: WVML CONFERENCE Mr. Rogers stated that the WV Municipal League had to cancel their mid- winter conference in January due to the chemical spill in the Kanawha Valley. He noted that the conference has been rescheduled for February 16 th and 17th. IN RE: BUDGET WORK SESSION Mr. Rogers stated that he would like to move the budget work session that is currently scheduled on Tuesday, February 18th to Thursday, February 20th because of the WVML Conference. Councilmember Garcia asked if the work session could start at 6:00 p.m. instead of 5:30 p.m. IN RE: SALT AND CINDERS Councilmember Burdick asked about the supply of the salt and cinders for the Public Works Department. Mr. Rogers reported that we are in good shape and that Public Works 3 Director Ron Miller was pro-active and was able to place two orders for salt and cinders ahead of this schedule. CONSIDERATION OF COUNCIL BUSINESS IN RE: ADOPTION, A RESOLUTION BY THE COUNCIL OF THE CITY OF FAIRMONT, WEST VIRGINIA, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE WEST VIRGINIA DEVELOPMENT OFFICE PARTICIPATION GRANT PROGRAM ON BEHALF OF THE WOODLAWN CEMETERY HERITAGE CENTER FOR RESTORATIONS AT WOODLAWN CEMETERY Mayor Straight entertained a motion for the adoption of a resolution authorizing the submission of a grant application on behalf of the Woodlawn Cemetery Heritage Center for restorations at Woodlawn Cemetery. Motion: Councilmember Garcia moved for the adoption of the proposed resolution. The motion was seconded by Councilmember Seifrit. The Clerk read the proposed resolution in its entirety for the first time. Roll call was taken by the Clerk. The Mayor declared the resolution adopted by unanimous vote of Council. IN RE: ADOPTION, A RESOLUTION BY THE COUNCIL OF THE CITY OF FAIRMONT, WEST VIRGINIA, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE WEST VIRGINIA DEVELOPMENT OFFICE PARTICIPATION GRANT PROGRAM ON BEHALF OF THE FAIRMONT PARKS COMMISSION FOR IMPROVEMENTS TO PALATINE PARK Mayor Straight entertained a motion for the adoption of a resolution authorizing the submission of a grant application on behalf of the Fairmont Parks Commission for improvements to Palatine Park. Motion: Councilmember Warner moved for the adoption of the proposed resolution. The motion was seconded by Councilmember Weber. The Clerk read the proposed resolution in its entirety for the first time. 4 Roll call was taken by the Clerk. The Mayor declared the resolution adopted by unanimous vote of Council. ADJOURNMENT The Mayor entertained a motion for adjournment. Motion: Councilmember Smith moved to adjourn the meeting. The motion was seconded by Councilmember Garcia. The Mayor declared the meeting adjourned by voice vote of Council at 7:30 p.m. 5
