November 25, 2025 The regular meeting of the City Council of the City of Fairmont was held at 7:00 p.m. on the 25th day of November, 2025, at the Public Safety Building located at 500 Quincy Street in Fairmont, West Virginia. Mayor Bolyard called the meeting to order. Roll call of members was taken by the City Clerk. Councilmembers present were: First District Joshua D. Rice Second District Anne E. Kirk IN RE: COUNCILMEMBER HORTON EXCUSED The Mayor made a motion to excuse Councilmember Horton from tonight’s meeting. The motion was seconded by Councilmember McDaniel. The Mayor declared Councilmember Horton excused by voice vote of Council. IN RE: OPENING CEREMONIES Rev. Rebecca Polis gave the invocation followed by the Pledge of Allegiance to the Flag led by Councilmember Rice. APPROVAL OF MINUTES IN RE: MINUTES FOR THE NOVEMBER 12, 2025 REGULAR MEETING 1 Mayor Bolyard noted that each member of Council had received a copy of the minutes from the Regular Meeting held on November 12th. She asked if there were any corrections, deletions, or amendments. Councilmember Sole moved to approve the November 12, 2025 Regular Meeting minutes as submitted. The motion was seconded by Councilmember Rice. The Mayor declared the minutes approved as submitted by voice vote of Council. PUBLIC HEARING S There were no public hearings scheduled for this meeting. ANNOUNCEMENTS IN RE: DOWNTOWN CHRISTMAS DECORATIONS Councilmember McDaniel reported that the Christmas decorations in downtown look incredible. He also noted that the new pavement is wonderful. IN RE: TOY GIVE-A-WAY Councilmember Nuzum reported that there will be a toy give-a-way by the Marion County Board of Education on December 7th. She said that it will be held from 9:00 a.m. to 2:00 p.m. at the Marion County Election Center. She said that if anyone would like to donate a toy to please take it to the Election Center, however, if anyone wanted to donate money, take it to the Board of Education and ask for Chad Norman. IN RE: CASA HELPING FAMILIES IN NEED Councilmember Nuzum announced that CASA is wanting to connect community members with kids in foster care who may need Christmas help. CASA is identifying families, groups of children, or just a child in connecting them with persons or groups who would like to help with Christmas needs. IN RE: UNION MISSION OFFERING MEALS Councilmember Nuzum reported that the Union Mission is offering meals, three meals a day, 365 days a year. Each meal costs $3.03 and people can go online and buy one meal or however many meals you want to buy to help the people at the Union Mission. IN RE: SALVATION ARMY ANGEL TREE PROGRAM Councilmember Nuzum announced that the Salvation Army Angel Tree Program, the local Fairmont community has multiple options. The Angel Tree is at WVU Medicine Fairmont Medical Center. She also named a few other locations where the trees are located. 2 IN RE: SMALL BUSINESS SATURDAY The Mayor reported that November 29th is Small Business Saturday and she encouraged everyone to support our local businesses. IN RE: CHRISTMAS TREE LIGHTING Mayor Bolyard announced that the tree lighting is at 6:00 p.m. on November 29th in the green space on Adams Street. CITIZENS PETITIONS IN RE: AUDIT REPORT FOR CVB LEAH SMITH, Executive Director, of the Marion County Convention and Visitor’s Bureau, presented Council with her audit report for the CVB for the year ended June 30, 2025. Mr. Blosser noted that Ms. Smith did email the City Clerk a copy of the Audit Report and she forwarded it to each Councilmember earlier this afternoon. CITY MANAGER ’S REPORT IN RE: DOWNTOWN PAVING PROJECT Mr. Blosser said that the paving project is in its tail end and would have wrapped up yesterday, but it is taking them longer to put down the crosswalks than what they had anticipated. He said that his hat was off to Stone Paving for their work. The City Manager reported that the road from Jackson Street to Locust Avenue was not included in paving contract for the downtown street paving project. He went on to say that jointly, between the City of Fairmont Utilities as well as the company doing the gas line work in that area, are jointly having Parrotta Paving do that paving. They are expected to be in the first week of December to fix that spot as well as another spot on Locust Avenue that was a utility issue up by the University that will be addressed. He mentioned that Parrotta Paving still has an alley way on the East Side left to be finished and they are expected to be resurfacing the Customer Service Center lot. IN RE: MURAL AT FAIRMONT STATE UNIVERSITY Mr. Blosser reported that he attended the unveiling of the mural at Fairmont State University. Professor Joel Dugan as well as several students were the artists for the mural. He noted that they did an amazing job. IN RE: CHRISTMAS TREE LIGHTING AND LIGHT SHOW The City Manager said that in addition to the Christmas tree lighting, there will be the unveiling of the Christmas village and light show that has moved to the green space on 3 Adams Street. He said that Chuck Lenhart and his family on Morgantown Avenue did a light show for a number of years and decided to locate that along with the Christmas tree lighting. He mentioned that the FSU art students designed the Christmas village. IN RE: STAFF WORKING ON WEDNESDAY, NOVEMBER 26, 2025 The Manager reported that the Governor has given State employees additional time off on Wednesday, November 26th, however, City staff will be working. City Hall will be closed to the public when the County closes the building, however, City Hall will remain working. CONSIDERATION OF COUNCIL BUSINESS IN RE: ONE JOINT RE-APPOINTMENT, FAIRMONT-MARION COUNTY TRANSIT AUTHORITY, THREE-YEAR TERM TO END DECEMBER 31, 2028 Mayor Bolyard entertained a motion for one joint re-appointment to the Fairmont-Marion County Transit Authority for a three-year term ending December 31, 2028. Councilmember Rice moved to re-appoint Jesse Corley to the Fairmont-Marion County Transit Authority for a three-year term ending December 31, 2028. The motion was seconded by Councilmember Warner. Roll call was taken by the Clerk. The Mayor declared Jesse Corley re-appointed to the Fairmont-Marion County Transit Authority for a three-year term ending December 31, 2028 by unanimous vote of those Councilmembers present. IN RE: ONE RE-APPOINTMENT, MARION COUNTY PARKS AND RECREATION COMMISSION (MCPARC), THREE-YEAR TERM TO END DECEMBER 31, 2028 Mayor Bolyard entertained a motion for one re-appointment to the Marion County Parks and Recreation Commission (MCPARC) for a three-year term ending December 31, 2028. Councilmember Nuzum moved to re-appoint Tracy Evans to the MCPARC Board for a three-year term ending December 31, 2028. The motion was seconded by Councilmember McDaniel. Roll call was taken by the Clerk. The Mayor declared Tracy Evans re-appointed to the MCPARC Board for a three-year term ending December 31, 2028 by unanimous vote of those Councilmembers present. ADJOURNMENT 4 The Mayor entertained a motion for adjournment. Motion: Councilmember Warner moved to adjourn the meeting. The motion was seconded by Councilmember Rice.
