December 9, 2025
The regular meeting of the City Council of the City of Fairmont was held at 7:00 p.m. on
the 9th day of December, 2025, at the Public Safety Building located at 500 Quincy Street
in Fairmont, West Virginia.
Mayor Bolyard called the meeting to order.
Roll call of members was taken by the City Clerk.
Councilmembers present were:
First District Joshua D. Rice
Second District Anne E. Bolyard
Third District Rebecca Moran
Fourth District Anthony T. Horton
Fifth District Charles “Chuck” Warner
Seventh District Julia “Julie” Sole
Eighth District Bruce McDaniel
Ninth District Kandice “Kandi” Nuzum
Absent:

IN RE: COUNCILMEMBER WEBER EXCUSED
The Mayor made a motion to excuse Councilmember Weber from tonight’s meeting. The
motion was seconded by Councilmember McDaniel.
The Mayor declared Councilmember Weber excused by voice vote of Council.
IN RE: OPENING CEREMONIES
Pastor Marlene Mitchell gave the invocation followed by the Pledge of Allegiance to the
Flag led by Councilmember Warner.
APPROVAL OF MINUTES
IN RE: MINUTES FOR THE NOVEMBER 25, 2025 REGULAR MEETING

Mayor Bolyard noted that each member of Council had received a copy of the minutes
from the Regular Meeting held on November 25th. She asked if there were any
corrections, deletions, or amendments.
Councilmember Rice moved to approve the November 25, 2025 Regular Meeting minutes
as submitted. The motion was seconded by Councilmember McDaniel.
The Mayor declared the minutes approved as submitted by voice vote of Council.
PUBLIC HEARING S
There were no public hearings scheduled for this meeting.
ANNOUNCEMENTS
IN RE: LOCAL CONCERTS
Councilmember Moran reported that there will be a Park Community Band Concert on
Monday night at East Fairmont High School.
She also reported that the girl’s Tapestry will be performing Sunday afternoon at the First
Presbyterian Church.
IN Re: FLOOD DAMAGED BUILDING ON LOCUST AVENUE
Councilmember Horton asked about the status of the repair and/or removal of the property
on Locust Avenue owned by Fairmont State that was part of the flood damage from the
June 15th flood.
Mr. Blosser said that they are not owned by Fairmont State at the moment, but we are
having active ongoing discussions as recently as today with all of the parties involved in
that process. He added that hopefully we will have some news around that in the next
couple of months.
IN RE: TREE LIGHT ING AND CHRISTMAS VILLAGE
Mayor Bolyard thanked everyone involved with the tree lighting and the Christmas Village
including Main Street Fairmont, the Madrigals at Fairmont Senior High School, Professor
Joel Dugan at Fairmont State University and his students in the Art Department bringing
all of that to life. She also thanked Chuck Lenhart and the entire Lenhart family for sharing
the gift of lights in celebration of the season.
IN RE: FEAST OF SEVEN FISHES FESTIVAL
The Mayor reminded everyone that this weekend is the Feast of the Seven Fishes Festival
and the Hometown Holiday Market in downtown starting December 12th – 13th.
IN RE: WREATHS ACROSS AMERICA

The Mayor announced that Wreaths Across America will occur on Saturday at 1:00 p.m.
at the Maple Grove Cemetery which is a way to honor those that have given to this country
the greatest sacrifice.
IN RE: CHRISTMAS PARADE
Mayor Bolyard reported that the Christmas Parade and the Blessing of the First
Responders will be held on Saturday, at 5:00 p.m., at 4th Street.
CITIZENS PETITIONS
There were no citizens petitions for this meeting.
CITY MANAGER ’S REPORT
IN RE: CHRISTMAS SEASON
Mr. Blosser encouraged the community to get out there and take advantage of kicking off
the Christmas season.
IN RE: BUDGET SEASON
The City Manager said that the City is kicking off the budget season. He told Council to
be prepared to start seeing some dates sent out to them around that budget process.
IN RE: THIS WEEKEND ’S EVENTS
Mr. Blosser thanked all of the folks involved in putting on the different events that will be
happening this weekend.
IN RE: NEXT COUNCIL MEETING
The Manager reminded Council that the next Council meeting will be held next Tuesday,
December 16th. He noted that this agenda and the next agenda will be light and the
purpose of that is because it is toward the tail end of the year and things will wrap back
up into the new year.
CONSIDERATION OF COUNCIL BUSINESS
IN RE: ONE RE-APPOINTMENT, BOARD OF ZONING APPEALS, THREE-
YEAR TERM TO END JANUARY 1, 2029
Mayor Bolyard entertained a motion for a re-appointment to the Board of Zoning Appeals
for a three-year term ending January 1, 2029.

Councilmember Warner moved to re-appoint David Knapp to the Board of Zoning Appeals
for a three-year term ending January 1, 2029. The motion was seconded by
Councilmember Nuzum.
Roll call was taken by the Clerk.
The Mayor declared David Knapp re-appointed to the Board of Zoning Appeals for a
three-year term ending January 1, 2029 by unanimous vote of those Councilmembers.
IN RE: ONE RE-APPOINTMENT, FAIRMONT SANITARY SEWER BOARD,
THREE-YEAR TERM TO END JANUARY 1, 2029
Mayor Bolyard entertained a motion for one re-appointment to the Fairmont Sanitary
Sewer Board for a three-year term ending January 1, 2029.
Councilmember McDaniel moved to re-appoint Jeffrey Boyles to the Fairmont Sanitary
Sewer Board for a three-year term ending January 1, 2029. The motion was seconded
by Councilmember Sole.
Roll call was taken by the Clerk.
The Mayor declared Jeffrey Boyles re-appointed to the Fairmont Sanitary Sewer Board
for a three-year term ending January 1, 2029 by unanimous vote of those
Councilmembers present.
ADJOURNMENT
The Mayor entertained a motion for adjournment.
Motion:
Councilmember Nuzum moved to adjourn the meeting. The motion was seconded by
Councilmember Rice.
The Mayor declared the meeting adjourned by voice vote of Council at 7:09 p.m.
