FAIRMONT PLANNING COMMISSION The Special Session meeting of the Fairmont Planning Commission was held on January 27, 2016 at 7:00 p.m. at the Public Safety Building located at 500 Quincy Street. President William Oliver called the meeting to order at 7:00 p.m. and asked for a roll call of members. Commissioner Straight motioned to approve minutes. Commissioner Parker seconded. Motion carried 9-0. PUBLIC HEARINGS FOR JANUARY 27, 2016 None PUBLIC HEARINGS TO SET FOR FEBRUARY 17, 2016 1. THE APPLICATION DATED JANUARY 15, 2016, FROM JENNIFER HUEY, POWER OF ATTORNEY FOR THE H. DALE HUEY REVOCABLE TRUST, FOR FAIRMONT AVENUE PROPERTIES, LLC, TO ABANDON A PLATTED ALLEY RUNNING WEST TO EAST FROM FAIRMONT AVENUE TO GASTON AVENUE BETWEEN 10TH STREET AND 11TH STREET BETWEEN PARCELS 2 AND 3 OF MARION COUNTY TAX MAP 03-06. APPLICANT REPRESENTS THAT THIS IS NECESSARY FOR THE CONSOLIDATION OF PARCELS 1, 2, 3, 4, AND 4.1 of TAX MAP 03-06 TO FACILITATE COMMERCIAL DEVELOPMENT. President Oliver asked if there was anyone here to speak for this request. There were none President Oliver asked if there was anyone to speak against this request. There were none. President Oliver asked Maria Cipolla for the staff report. Maria Cipolla read the staff report. It concluded that staff supports the right of way abandonment. President Oliver asked for a motion to set for a public hearing. 1 Commissioner Parker motion to set it for a public hearing Commissioner Greene seconded the motion. Motion carried 9-0 PUBLIC HEARINGS TO SET FOR March 16, 2016 1. Blanche Rowan is requesting a rezoning of her property along Suncrest Avenue, Tax Map 06-07 Parcels 116 and 117, from Neighborhood Mixed Use to Industrial. Maria Cipolla updated the Commissioner on the status of this request. The City or the applicants have not received any response from the Circle K about where they stand on this request for the rezoning. President Oliver said, since there is no one here to speak for or against this request, I am asking for a motion to set this for a public hearing. Commissioner Straight motioned to set this for a public hearing Commissioner Parker seconded the motion. Motion carried 9-0 NEW BUSINESS 1. City Capital Improvement Plan City Manager, Robin Gomez, went over every item in the 5 Year Capital Improvement Plan, fiscal year 2017 to 2021. Robin Gomez and the Commissioner discussed every item listed. President Oliver asked for a motion. Commissioner Weber motioned to approve the budget and send it to City Council Commissioner Greene seconded the motion. Motion carried 9-0 2. Election of Officers a. Chairman Commissioner Parker nominated Bill Oliver Commissioner Miller seconded the motion Motion carried 9-0 b. Vice Chairman Commissioner Weber nominated Jamie Greene Commissioner Parker seconded the motion Motion carried 9-0 CITIZENS PETITION None OTHER BUSINESS 1. Commissioners Comments: President Oliver talked about the need for a new Comprehensive Plan. He informed everyone that the updates that we have done since the last one do not count. We must have a Comprehensive Plan. President Oliver would also like to see the new City map being adopted after amendments are made. The Commissioners congratulated President Oliver and Commissioner Greene on their nominations. 2  2. Staff Updates: City Manager, Robin Gomez, updated the Commissioners where the City is in hiring a new Director of Planning and Development.
