MINUTES CITY OF FALLON 55 West Williams Avenue Fallen, Nevada March 23, 2016 The Honorable City Council met in a special Council meeting on the above date in the Council Chambers, 55 West Williams Avenue, Fallen, Nevada. Present: Mayor Ken Tedford City Councilman, Robert H. Erickson City Councilwoman, Kelly Frost City Engineer, James R. Souba Chief of Police, Kevin Gehman City Clerk, Gary C. Cordes Deputy City Attorney, Robert M. Erquiaga The meeting was called to order by Mayor Tedford at 7:30 a.m. Mayor Tedford inquired if the agenda had been posted in compliance with NRS requirements. City Clerk Cordes advised that the agenda was posted in compliance with NRS 241. Mayor Tedford noted for the record that Councilman Richardson was out of town on business. Public Comments Mayor Tedford inquired if there were any public comments. He noted that comments are to be general in nature, not relative to any agenda items. No action may be taken on a matter raised under this item until the matter has been specifically included on an agenda as an item upon which action will be taken. No public comments were noted. Appointment of auditor for the City of Fallen for the fiscal year ending June 30, 2016 Mayor Tedford noted that Audit Committee member Councilman Erickson would present this agenda item. Councilman Erickson explained that he and City Attorney Mackedon met with Ms. Kristin Chinvarasopak of Eide Bailly yesterday afternoon and she gave them a draft proposal for the audit for 2016. ^The proposal and letter of commitment is the same as was executed last year and the estimated fee is $72,500; if they encounter any special schedules that need to be made to comply with Generally Accepted Accounting Principles (GAAP), that fee could increase. We are not anticipating any but we will not know until we are actually into the audit. Last year, the proposed cost was $70,000 and it came in as $60,500 so it came in under budget. There is one Governmental Accounting Standards Board March 23, 2016 Special Fallon City Council Meeting (GASB) rule that is coming up, (JASB /2 which changes the investment disclosure requirements. It should not affect us to any great extent since municipal government investments are highly regulated by the State of Nevada at this time. He recommended the Mayor be authorized to sign the contract letter, going forward with Eide Bailly for the audit year 2016. Mayor Tedford inquired if the Council had any comments or questions. Coimcilman Erickson motioned to appoint Eide Bailly as auditor for the City of Fallen for the fiscal year ending June 30, 2016 for an estimated contract fee of $72,500; seconded by Councilwoman Frost and approved with a 2-0 vote by the Council.
