MINUTES OF ARCHITECTURAL ADVISORY BOARD
PURPOSE OF MEETING: The Advisory Board (AAB) advises the Planning Commission,
the Board of Zoning Appeals, and the Zoning Administrator; reviews building permits and site
plans; and makes recommendations to the Zoning Administrator and/or Planning Commission.
The Board reviews architectural design, texture, color and construction materials, scale of
development, aesthetic and spatial relationship of development, landscaping configuration,
location of signs, exterior lighting and sign applications, as well as requests for sign variances.

TOPICS OF DISCUSSION:
1. Feedback and Recommendation requested on Signage Variance application
V1619-20 by Michael Beyer, applicant and owner, for variances to Section 48-
1265(1) to allow 1) five (5) wall signs instead of two (2), and 2) total wall sign
area of approximately 78 square feet instead of 50 square feet, on premises
known as 1119 W. Broad Street, RPC #52-102-069 of the Falls Church Real
Property Records, zoned M-1, Light Industrial.

2. Preliminary Feedback requested on upcoming Falls Plaza Site Plan Amendment,
which include changes to façade, as well as parking, sidewalks, and other site
enhancements. Located at 1200 W Broad St, RPC: 51-219-010 of the Falls Church
Real Property Records, zoned B-3, General Business. Inlcudes Presentation from
Applicant.

The Board shared enthusiasm for the extra usable space in front of the Shopping Space,
increasing sidewalk area for pedestrians and those dining at the restaurants in the plaza.
The board expressed additional appreciation for pedestrian access from Haycock and
Broad, although there is not a clear way to the plaza itself. The Board also asked further
questions about the seating’s proximity to the Façade, and how that effects pedestrian vs
customer traffic.
3. Feedback requested on the Public Art Comprehensive Plan Amendment titled
“ENRICHING FALLS CHURCH: PUBLIC ART SECTION OF THE
COMMUNITY CHARACTER, APPEARANCE, AND DESIGN CHAPTER OF
THE COMPREHENSIVE PLAN”. Includes presentation from Staff.
The Board appreciates that the amendment to the Public Art chapter makes for a good
push for funding and overall interest in public art. A chapter which outlines public art
interests and process goes a long way toward finding more opportunities for it.
Temporary displays are also worth noting in the chapter. The board indicated that there
should be consistency among installations, however. There should be a “guide” or
“narrative” for each piece of art, outlining interesting information about it. The board also
pushed for the use of technology to make art interactive and worth revisiting.
