CALL TO ORDER: Members: Tim Stevens (Chair), Jon Ward, Michael Trauberman, Erika Myers,
Stacy Noblet, Jason Douglas

Presentation by Dominion Energy Virginia – Peggy Fox, Dan Weekly and Julie Manzerri from
DEV presented information regarding programs within DEV to reduce greenhouse gas
emissions, leading ultimately to zero net carbon emissions attributable to their company’s
business operations.
Topics included efforts to expand utility scale solar energy, offshore wind energy, electric
school buses and electric (autonomous) shuttle vehicles. DEV is in the process of converting
their fleet of vehicles to EVs. The speakers also addressed programs such as their Smart
Charging Infrastructure Pilot (SCIP) to promote via grants the installation of electric vehicle
charging equipment. DEV is piloting an autonomous shuttle operating midday weekdays
between Dunn Loring Metro station and the Mosaic shopping district in Fairfax County.
City Template for Voluntary Concessions – Tim introduced the topic of the need for the City to
update its starting point for negotiating environmental benefits with developers using the City’s
Special Exception Voluntary Concessions process. Discussion involved what the committee
would like to see regarding making new buildings solar ready, how many EV charging stations
(both equipped and conduit for future stations), what level of environmental certification,
geothermal energy systems and LED lighting. The committee can consider this topic further in
2021, with the goal of meeting with City planning staff to discuss.
Chair change – Tim confirmed that this meeting was his last as chair, and that Jon Ward would
become new chair.
