Two citizens attended but they stated they were there to observe the meeting. 2. Minutes Approval for the December 2016 Meeting: The minutes for the December 2016 CACT meeting were approved with no changes by a vote of 5-0. 3. Committee Members Reports • Chairman Baldino reported that Hal Morgan has chosen not to be reappointed to the CACT for a new term, and this will be his last meeting. He also reported that the CACT has a new representative from the Planning Commission. His name is Brent Krasner and resides in 1000 block of Lincoln Ave. • Bill commented on a bicycle advocacy called the Fairfax Alliance for Better Biking (FABB). He suggested that a chapter in the City be established. Staff understands that FABB is looking for a meeting room and will hold their April meeting in the City, or close by. 4. Staff Report • Stephanie introduced staff member Matt Hansen, an engineer, to the CACT. With the reorganization of DPW, staff is being trained to take on other tasks as needed. Matt’s work has mainly been in the area of storm water management. • Stephanie also distributed a report on traffic count data for the Parker Kent, Pennsylvania Ave and N Maple Ave projects. The data collected showed traffic volume and speeds for these projects at base line, after installation of light solutions and after installation of heavy solutions. In each case there was a slight reduction in travel speeds. Staff will provide a more detailed report and continue to collect data on NTC projects at different stages to show the impact on travel speeds. • Jeff reported that surveying for the N Maple Ave project had been completed and the consultant was moving in to the design phase. The schedule is to construct the heavy solutions this summer. He also reported that he has reached out to residents on Great Falls and Little Falls to set up and initial meeting with those willing to serve on the working group. The first meeting will be in February.  5. Discussion Item: CACT Priority Tracking sheet for 2017 Chairman Baldino agreed to update the priority tracking sheet with some of the new issues the CACT wants to address in 2017. 6. CACT 2016 Annual Report to City Council: Chairman Baldino had prepared a final draft of the CACT accomplishments for 2016 and priorities for 2017 that will be presented to the City Council. Staff will work with the Clerk to find a suitable date, likely to be in late February. 7. Discussion Item: Falls Church 2040-Introduction and Vision Chapter of the Comprehensive Plan-Vision Statement Discussion: This item was not ready at meeting time and will be included in the February packet. 8. Action Item: Neighborhood Traffic Calming -Selection of CACT Designee for the Great Falls/Little Falls NTC Project: Bill Ackerman agreed to be the CACT designee for this project. This will involve attending Working Group meetings and reporting to the CACT on progress being made on the project. 9. Discussion Item: CACT Preparation for Council Work Session on January 17th on Neighborhood Traffic Calming The City Council has scheduled a work session on the Neighborhood Traffic Calming Program for January 17th. The work session will deal with the NTC program and explore what is expected of the program in the next 18 months, how the recent allocation of $200,000 be used, how well is the process working and are there ways to speed up or improve the process. 10. Action item: Cottage Housing Ordinance-CACT Comments for Staff The CACT was asked to develop transportation related comments on the Cottage Housing Ordinance for staff. Chairman Baldino agreed to draft comments and provide these to the CACT in the February Package. .
