Transportation Management Plan (TMP) Scope of Work 1. Public Comment: A resident of Lincoln Ave indicated appreciation to City Council and the CATC for the attention being given the Lincoln Ave project. Staff indicated the intention is to install light solutions this spring on Lincoln Ave from West St to the City Line, and also on N West Street from Park Ave to Great Falls Street. Data will be collected after several months to determine if safety/speed has improved and if not, whether heavy solutions might be desired by residents. 2. Minutes Approval for the January 2017 Meeting: The minutes for the Janaury7 CACT meeting were approved with no changes by a vote of 5-0. 3. Committee Members Reports • Chairman Baldino reported that the CACT Annual Report for 2016 would be presented to City Council on February 27th and encouraged CACT members to attend. He also stated that Election of CACT officers for 2017 would take place at the March meeting. • Andrea reported on the Play Streets program. She thanked DPW for their assistance. The kickoff will occur on Sunday, April 2nd when a portion of Pennsylvania Ave will become a “play street” from 3-7 pm. • Bill commented on a bicycle advocacy group called the Fairfax Alliance for Better Biking (FABB) and the suggestion was made that a chapter be established in the City. 4. Staff Reports • Stephanie indicated that DPW has a new intern to replace Jack Trainor who left the City for full time employment. • Stephanie also reported on the Play Streets Program and the application process and Webpage. There was also some discussion on the PACE CAR program. Apparently, the decal provided by WABA does not have the resolution needed to produce a sharp image on the decal, A sticker contest similar to the City decal contest was suggested. • Jeff reported that the N Maple Ave project was under design by our on-call contractor and we will have preliminary plans in early March. The schedule is to construct the heavy solutions this summer. He also reported that the initial meeting of the Working Group for the Great Falls and Little Falls project was scheduled for February 23rd at Columbia Baptist Church. Several residents from both streets had indicated a willing ness to serve on the Working Group.  • Jeff indicated that a request for proposal had been submitted to an on-call contractor for traffic counts, topographic survey and striping plans for N West St and Lincoln Ave, with the goal of having the striping plans ready sometime in April for the Pavement Markings contractor. Discussion Item: Neighborhood Traffic Calming-Discussion of City Council Work Session on January 17th: The City Council held a work session on Neighborhood Traffic Calming with the CACT on January 17th. Comments for Council included the following • Progress is being made on the program; like getting things done quicker • There is much interest in the program based upon the number of requests • Need to find ways to improve delivery of projects • With the recent $200K allocation by Council, light solutions should be implemented as a way of addressing the backlog until funds become available for heavy solutions • There needs to be a clearer distinction between what can be done through an adminisstrative process and what requires the NTC process .
