1. Public Comment: There was no public comment.
2. Minutes Approval for the February 2017 Meeting:
The minutes for the February 2017 CACT meeting were approved with no changes by a vote of
6-0.
3. Committee Members Reports
• Paul reported that he and Bill went to March 22 meeting of the bicycle advocacy group the
Fairfax Alliance for Better Bicycling (FABB). The group will hold their April meeting (April 19th)
meeting in the City in the Dogwood Room. There may be some interest in starting a chapter in
the City.
• Andrea reported on the Play Streets event that took place on Pennsylvania Ave on April 2nd.
This was the kickoff event for the program and was well attended by approximately 100 adults
and kids.
• Steve reported on the Pace Car Program. A pace car decal design contest will be posted on the
City’s website this week. It will encourage artists to submit a proposed design for the decal to
be used for the program. The deadline for submissions will be May 1 and the CACT will select
the winning decal design.
4. Staff Reports
• Stephanie reported that she had been working to clarify the Lincoln Ave traffic calming process
with residents to indicate the City would install light solutions in the spring but that the street
would still need to compete with other streets for heavy solutions based upon the priority
ranking.
• Stephanie also reported on the S Washington St/S Maple Ave signal project. Property owners
on the Fairfax County side of Route 29 are concerned about the elimination curb cuts and the
design for the Cavalier Trail intersection with Route 29.
• Jeff reported that Bike to Work Day (BTWD) is approaching on Friday May 19th and that
registration online is now available. The Falls Church Pit Stop will be the same as last year,
which is on the W&OD trail at Little Falls Street. Volunteers are needed for setup and T-shirt
distribution.
• Jeff announced that a design workshop on the proposed W&OD pedestrian/bike bridge over Rt.
29 will be held on April 5th at 6 pm at Yorktown High School in Arlington. VDOT is funding the
project as part of the I-66 Multimodal project.
• Jeff indicated that an on-call contractor is working on the topographic surveys on N Lincoln Ave
and N West St and should complete this work early this month. Design plans for N Maple Ave
should be received this month also.
5. Information Item: CACT 2017 Priority Tracking Sheet.
• Paul had updated the CACT Priority Tracking Sheet to include new projects that came about as a
result of the 2016 CACT Report to Council on February 27th. These new projects include:
• Family Cycling Event (Andrea)
• Speed Limit Reduction (Addison)
• Participation in HS Campus Planning (Steve, Bill, Andrea and Doug)
6. Discussion Item: Walkability Survey Results.
• As we began discussion of this item, we were summoned to Council Chambers for the meeting
with the Planning Commission. Staff and CACT members made the following presentations to
the Planning Commission:
-Neighborhood Traffic Calming and Residential Permit Parking in Winter Hill: Jeff Sikes
-BikeShare Program for the City: Kerri Oddenino
-Implementation Update for the W&OD Master Plan- Paul Stoddard
-TDM and Wayfinding: Kerri Oddenino
-Walkability Survey: Andrea Caumont
See the enclosed minutes of the Planning Commission meeting for discussion of these items and
the motion made to purchase and install “Welcome” signs at the City border along the W&OD
trail.
