Information Item: Transportation Capital Improvement Plan (CIP) 1. Public Comment: A resident of the Winter Hill community provided a drawing showing the locations of three intersections where the community is requesting new crosswalks. Item #8- W&OD Dual Trail Pilot Project was moved up on the Agenda Dan Iglhaut, Deputy Director of Planning and Grants for NOVA Parks provided a presentation on the W&OD Dual Trail Pilot Project to be constructed in the City between Great Falls and N West Streets. The project will provide separated bicycle and pedestrian paths. The bike path is proposed to be 11 feet wide and an 8 foot wide pedestrian path separated by a 2 foot median. NOVA Parks is seeking funding for the project as a Transportation Alternative Program (TAP) Grant in the amount of $550,000, half the costs of the project. NOVA Parks is seeking support from the CFC to support the application. The CACT voted 4-0 to send a letter of support of the project and Grant to NOVA Parks. 2. Action Item: Approval of Minutes for the March 2017 and June CACT Meetings: The minutes for the March 2017 CACT Meeting were not approved as a quorum of those members was not present. The Minutes of the September 2017 CACT Meeting were approved. 3. Committee Member Reports: • Andrea reported that Arlington had held a Transportation Fair. She also inquired about the status of the Transportation Outreach for Pedestrian Safety (TOPS) effort. She also reported that WABA had conducted a Bike training class in the City. • Dave reported that he had gone to Georgetown to observe the expanded sidewalks along M Street in Georgetown. He also inquired whether the CACT could produce PSA videos on transportation issues affecting the City as well as programs developed by the CACT such as Play Streets and Pace Car. • Steve reported that he had attended a meeting on the School Referendum and had concerns about the Pedestrian crossing at Haycock Road. • Doug reported on parklets and that Arlington County had adopted guidelines for parklets as part of the new Rosslyn Streetscape Standards Plan. He is working on a potential list of locations for parklets in the City. His report on parklets will be an action item at the November CACT meeting. 4. Staff Reports: • Jeff reported that construction of the N Maple Ave NTC project began yesterday, October 10th and construction is expected to last about 10 working days. • Jeff reported that staff will be updating the Planning Commission on October 16th on the status of the NTC program and projects. The CACT met with the PC in April and this briefing will show progress in the program since that time. • Jeff indicated that the striping plans for N West and Lincoln Ave will be implemented this month. • The City will begin construction in December on the City Hall Renovation and Safety Project. All city staff will be moving to temporary office space. Most employees will move to 400 N Washington Street. Locations for public meetings are to be determined . 5. Discussion Item: CACT 2017 Priority Tracking Sheet: Paul will update the CACT Project Priority Tracking Sheet and it will be distributed to Members prior to the next meeting. Andrea will add an update to the Family Cycling Event. 6. Information Item: Pace Car Decal and Flyer: Steve distributed copies of the brochure and decal he had produced for the Pace Car Program. He will make additions and corrections and the final version will be made an action item for the November meeting. 7. Information Item: Sidewalk Expansion Comments: Dave had produced a memo to Council Members Hardy on the CACT’s comments on the potential for sidewalk expansion in the City similar to what has been done on M Street in Georgetown. The Committee discussed Dave’s memo and offered slight changes. Dave will make the changes and the CACT voted 4-0 to forward to Council members. 9. Information Item: Transportation Capital Improvement Plan (CIP): Copies of the Transportation CIP were provided as an information item. The purpose was to provide CACT members with information on the many Transportation CIP projects the City has adopted as part of the CIP for the years FY 2018-FY2022.
