Action Item: Approval of Minutes February Meeting: Approval of minutes was postponed. 3. Committee Member Reports: • Doug Devereaux mentioned that he is going to Portland, Oregon and will take a look at Portland’s transportation infrastructure (lights, bike paths, etc.) and take photos to share with CACT members. • Dave Gustafson mentioned that he was traveling to Seattle, Washington and would also take photos of Seattle’s transportation infrastructure to share with the CACT. • Dave Gustafson noted the lack of lighting at the intersection of Columbia & Maple and mentioned the need to explore what other footpaths in the city are not adequately lit. • Dave Gustafson mentioned that the East Falls Church bike storage project was delayed until late 2019. 4. Staff Reports: • Tara Puzin mentioned that the Park Ave Sidewalk project is moving forward. 5. Information Item: CACT 2018 Priority Tracking Sheet: • The Status of 2019 CACT Action Items was updated. The updated list will be provided in the next CACT meeting information packet. 6. Action Item: 20 mph Speed Limit for Residential Streets A draft of a letter addressed to City Council from the CACT containing the CACT’s thoughts and recommendations for reducing the speeds on residential street to 20mph in the City of Falls Church was reviewed and discussed. • Doug Devereaux mentioned the need for constancy between speed limits and more information about the speed limit reduction requirements. • Andrea Caumont indicated that the language in the letter would be updated for constancy.  • Doug Devereaux and Paul Baldino mentioned the geometric changes that are proposed between the library and the state theater on Park Ave as part of the great streets project and would like to encourage geometric changes to reduce maximum design speeds rather than just reducing speed limits. • CACT members inquired about what is currently proposed at the intersection of Maple & Park as part of the great streets project and asked if a roundabout had been considered. Tara Puzin said she would look into what is currently proposed at that location. CACT mentioned overall support for a roundabout. • Colter Adams mentioned that consistency is important and his preference is to keep the speed limit of 25mph for all streets in the City. • Sara Fong agreed that the section of park between the library and state theater is a great street and is in full support of the future geometric changes. 7. Discussion Item: Follow up to CACT Annual Report to City Council The CACT discussed the notes from the annual report presentation to council from Feb 25, 2019. • It was mentioned that the notes request that city staff and CACT work together regarding scooters in the city. Tara Puzin mentioned that Kerri Oddenino is the City staff contact regarding scooters. • Dave Gustafson offered to be the CACT liaison for the pedestrian intersection safety analysis. • Colter Adams offered to help out with gathering information on biking and walking. • Doug Devereaux mentioned the need for constancy between speed limits and more information about the speed limit reduction requirements. 8. Discussion Item: West Falls Church Economic Development Project The CACT reviewed city staff transportation comments related to the West Falls Church Economic Development Project and reviewed draft comments from the CACT • Paul Baldino asked why speed limits of less than 20mph were not recommended by city staff. Tara Puzin mentioned that city staff are not opposed to speed limits less than 20mph; however, the street should be designed for maximum speeds of less than 20mph if there will be a posted speed limit of less than 20mph. • Andrea Caumont asked what was being done to address parking issues in the CACT draft comments. Paul Baldino mentioned that he would add information on parking to notes including questions about technology for smart parking and ability to include event parking. • Dave Gustafson asked about parking enforcement at the new development and suggested adding a note to recommend King Enforcement. • Andrea Caumont asked for a comment to be added regarding concern about car queue lengths.  • Andrea Caumont agreed to update CACT responses. 9. Information Item: Lighting Advice from Jeff Speck’s Walkable City Rules The CACT discussed the lighting advice from Jeff Speck’s Walkable City Rules and agreed that it would be great to work towards implementing the advice at the City of Falls Church where appropriate. 10. Other Items not on the Agenda • Paul Baldino drafted a letter for support of E-bikes on the W&OD trail. The members present at the CACT meeting voiced support for Paul’s letter.
