CACT comments to Council on the 20 mph speed limit Public Information Hearing on the HAWK Signal Projects at 3 locations along Broad Street: The CACT played host to a Public Information Meeting on the CIP Project that will install three HAWK pedestrian signals on Broad Street. The presentation was made by Chris Daily of VHB. HAWK stands for High Intensity Activated Crosswalk and are used rather than a full traffic signal for pedestrian crossing of a main roadway. These signals are pedestrian activated. The locations of the HAWK signals are on W Broad at Oak St, E Broad at Fairfax Drive and E Broad St at Berry St. Construction is anticipated for March 2021. Staff will post the consultant’s presentation on the City website. Only three residents attended the meeting, 1. Public Comment: The Committee welcomed new member Shaun Dakin. There was no public comment. 2. Action Item: Approval of Minutes of March 2019 meeting: March meeting minutes were unavailable for approval. 3. Committee Member Reports: Bill reported on the 3T bus ridership and also indicated that the Great Falls/Little Falls Traffic Calming Working Group had met in March. 4. Staff Reports: Jeff reported that staff would be moving back to the renovated City Hall on April 22, but that conference rooms may not be available for public use until June. He also reported that Zone 2 Residential Permit Parking had been implemented on the 900 block of Park Ave and on Grove Ave near the Founder’s Row site. Jeff also reported that Bike to Work Day will be on Friday, May17th and CACT members were welcome to volunteer to help. Finally, Jeff reported that design work was making progress on the W&OD Trail Crossings project and 30% plans will be ready in June, and finally Bike Share officially began operation in the City with an official ribbon cutting on May 13. 5. Information Item: CACT 2019 Priority Tracking Sheet: The Priority Tracking Sheet has been updated. There was some discussion on the E-scooter policy which is listed as priority item for 2019. The City needs to develop and adopt a policy on the operation of e-scooters by the end of the calendar year and the CACT will play a role in reviewing and contributing the this policy. 6. Information Item: Creating an Eastern Gateway in Falls Church: As an information item, the 2018 report “Creating an Eastern Gateway in Falls Church” from the Urban land institute (ULI) was provided to the Committee. The report discusses the current land use and transportation issues in the eastern part of the City which includes the Eden Center and Seven Corners. It also discusses future land use and transportation issues. 7. Information Item: FY2020-Fy2025 Six Year Capital Improvement Program: A report to the Planning Commission on the Six Year Capital Improvement Program (CIP) was provided as an information Item. It should be noted that the Transportation CIP Projects constitutes a significant portion of the entire City Capital Improvement Program. 8. Information Item: Open Streets In Bogota: An article from Vox reported on the Sunday street closure of 76 miles of streets in Bogota Columbia and the on the use of the open space by about one-quarter of the population. 9. Discussion Item: Bike to Work Day and Walk/Bike to School Day: Jeff reported that Bike to work day for 2019 would be held on Friday, May 17th, and the City will again host a pit stop on the W&OD trail at Little Falls Street. 10.
