CITIZENS’ ADVISORY COMMITTEE ON TRANSPORTATION (CACT) Wednesday, May 11, 2022, Virtual Meeting via Microsoft Teams, 7 p.m. DRAFT MINUTES 1. Call to Order: Meeting called to order at 7:02 pm 2. Reading of Virtual Meeting Notice: This meeting was held via electronic communications using ‘Microsoft Teams.’ This meeting was held pursuant to and in compliance with the Virginia Freedom of Information Act, Section 2.2-3708.2 and state and local legislation adopted to allow for continued government operation during the COVID-19 declared emergency. Roll Call: ● CACT Members: Dave Gustafson (Chair), Jason Garman (Vice Chair), Andrew Olesen, Erin Kampschroer, Arthur Agin, Jessica Hegenbart, Stuart Whitaker ● City Staff: Jeff Sikes (CACT Staff Liaison) ● City Council: Councilman David Snyder ● Planning Commission: Andrea Caumont ● Public: None 3. Public Comment: Jeff reported that no public comments were received in writing; none were brought forth in the meeting. 4. City Council and PC Liaison Updates: Councilman Snyder discussed the following items: ● Budget passed including increased transportation funding ● Business tax (that would have further increased transportation funding) was not passed ● N Washington St project did not score well; needs more citizen support Andrea updated on the following items:  Request from W Westmoreland St residents for parking restrictions on the street. The committee discussed various potential compromises. Jeff added that it will be on the agenda for June.  Art asked about the potential Wawa development at W Broad and Little Falls St, and the best potential way to make comment, suggestions, etc. given it is a by-right development. 5. Neighborhood Traffic Calming updates and discussion: Jeff presented the latest documents and status for the Greenway Downs NTC project. A number of questions were raised regarding the following items: communication protocols with neighbors, how disparate comments will be incorporated, and whether the City will be recommending a design based on safety, design standards, etc. Additional items discussed were about the appropriate bicycle facilities given the width of the road and speed/volume of vehicles and type of speed humps, potentially with cuts for cyclists, and additional colorful traffic calming elements around Oak Street Elementary School. The implementation of the 20mph speed limits on residential streets was also discussed, as well as a request for the latest information on speed camera implementation and other future enforcement action. 6. Discussion Item: Agenda Setting and 2022 Goals Check-in: Dave discussed getting potential future guests from Planning and DPW on an ongoing basis.  Stu asked about the lack of public involvement in the Virginia Tech class for the bicycle master plan, and about getting more information on BRT plans and strategizing in a bigger picture sense of mode share, mode choice, and influencing those across all income levels towards non-automotive modes.  Jess echoed more ongoing coordination with Planning and DPW about processes and the right projects and points within those project schedules is best for CACT input.   Group discussion on merits of tactical urbanism as pillar of NTC, roles/opinions of DPW, Planning and CACT on how to best respond to citizen concerns for traffic calming is most effective and timely manner  Bike to Work Day – Andrew will be present with maps and CACT discussion items to solicit input.  NTC administration – Dave to create first draft memo of proposed changes/improvements to the program 7. Discussion Item: Ideas for CACT Webpage: Dave requests comments and ideas for improvements to the web site. Erin suggests form letters for support of certain projects the committee is looking for public comment or support on. More visuals, such as before/after photos of completed projects would also be impactful. 8. Staff Report: Jeff will send the latest CIP which includes anticipated delivery dates of the included transportation projects.
