Both approved 3) Public Comment a) None at this time 4) ACTION Item: Policy and Resolution for electronic participation a) Concerns over strictness, and questions about specifics and b) Motion to pass resolution and policy by Erin, seconded by art c) Dave Gustafson - Yes d) Jason Garman - Absent e) Arthur Agin - Yes f) Jessica Hegenbart - Absent g) Andrew Olesen – Absent at this point h) Erin Kampschroer - Yes i) Stuart Whitaker - Yes 5) Discussion over Risk Calculations used in NTC 6) Andrea gives Planning Commission Updates 7) East End Small Area Plan Presentation (8:00-8:45 pm) a) Joint meeting in chambers with AAB and presentation by Zoe Larive and Cameron Gahres 8) 5 minute break after returning to Dogwood (9:00) 9) NTC Update by Jeff Sikes (9:00 p.m.): a) Greenway Downs: Engineer is researching what hard solutions are feasible, received 30 present VDOT comments and planning for community meeting b) Lawton St.: speed bumps and signs scheduled to be installed in late October/November c) Westmoreland: Working with DPW on sign installing d) Columbia St.: Staff seeking CACT recommendation The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act. To request a reasonable accommodation for any type of disability, call 703-248-5297 TTY711.  i) Andrew brings up disagreement with “medium” designation ii) Erin suggests “No thru traffic” or “Local traffic only” signs be reconsidered due to algorithmic change in GPS routing when such regulations are in place iii) Suggestion of road dieting with curb extensions or increased street parking, designation of Columbia St. as bike route in bike master plan iv) Suggestion of light solutions v) Comment from member of the public: Tony Cincotta, resident of Lawton St. who put in the request for NTC consideration, suggest light solutions for more immediate results vi) Comment from member of the public: Lori Dunch, resident of Lawton St., desire to maintain street parking and unobstructed sidewalks, less concerned about implementing bike lanes, suggestion of 3 way stop sign vii) Jeff explains that the city no longer uses 3 way stop signs based on VDOT recommendations to use for intersection control, not speed control viii) Discussion of 20 mph speed limits ix) Planning Direction Paul Stoddard Joins virtually, and clarifies that the speed feedback trailer is an NTC instrument that the CACT can recommend, recommends an action be taken on light or heavy solutions x) Erin volunteers to take the lead on this project recommending the speed trailer be moved to Lawton as soon as possible xi) Art: Motion for the city to move forward with enforcement methods immediately, start the process for light solutions, and to reexamine heavier solutions in January (1) Amended to be a further discussion in the future (2) Vote taken (a) Andrew: yes (b) Art: Yes (c) Erin: yes (d) Stuart: yes (e) Dave: yes (3) Motion passes e) Gresham St.: request for a speed hump received, data taken in August i) Suggestion of more prominent placement of no outlet sign, question about why there are many “no parking” signs ii) Recommendation that Gresham is designated a 20 mph street and receives signage iii) Motion for staff to explore light solutions to potentially include signage and pavement markings, with further discussion if the HOA feels that those steps were not enough, possibly considering heavy solutions and revisiting the no parking situation iv) Seconded by Art v) Vote taken: (a) Andrew: yes (b) Art: Yes (c) Erin: yes (d) Stuart: yes (e) Dave: yes 10) SWOT Analysis for the NTC Update (10:00 pm) a) Kerri Oddenino, in person, introduces topic as a Council Work Plan Item to update the NTC program procedures to incorporate lessons learned in recent projects, particularly clarifying the roles of the resident block captain, the CACT, and the staff project manager and how project status and decisions are communicated  b) Exercise with large sheet of paper, categorizing strengths weaknesses, opportunities and threats, of the current NTC Program 11) Virginia Tech Bike Plan – update memo to be sent later in the week 12) City Council Update from Councilmember Snyder 13) Adjourn (approx. 11:10 p.m.), passes 5-0 .
