November 2022 Citizens Advisory Committee on Transportation Meeting Minutes 1) Meeting is called to order at 7:00 p.m. 2) Administration a. Roll call a. Dave Gustafson (Chair) - Present b. Discussion of minute taking procedure, informal decision to proceed with the Liaison taking brief minutes 3) Public Comment a) Comment from Lauren Thomas expressing disappointment in the traffic calming efforts E. Columbia street, specifically the length of time the speed trailer was deployed 4) NTC December Update a) Decision to change agenda order made by chair b) Continued discussion of E. Columbia St., disappointment as to length of projects, question of whether someone is monitoring the effect of the speed trailer, if the city could deploy cones to create pinch points c) Liaison gave updates from NTC Living document d) Concern over the process and length of Greenway downs, lack of understanding of the engineering delay and why that hadn’t been considered prior to VDOT Submission e) Brief discussion of permit parking projects 5) East End Small Area Plan Comment Letter a) Introduction of letter and main points b) Request to include stronger language about bike/ped infrastructure on E. Broad Street c) Clarification from liaison that action is needed, but small changes can be made after as long as it is identified in the motion. Significant changes cannot be made after the letter has been approved. d) Request for additional language regarding accessible sidewalks be added. e) Concerns from Stuart over lack of strong language in the plan relating to the need for transit The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act. To request a reasonable accommodation for any type of disability, call 703-248-5297 TTY711. f) Explanation of the Small area plan process and timeline from liaison, review of the drafted chapter on transportation upon request from the chair and other members g) Motion from Erin to approve the proposed comment letter with the addition of the three discussed edits: stronger verb choice, additional bullet point encouraging the addition of bike lanes where possible, and the addition of a bullet point calling for increased transit and consideration of transit on climate change and equity. h) Motion seconded. i) Vote called: i) Dave Gustafson (Chair) - Yes ii) Arthur Agin (Member) - Yes iii) Jessica Hegenbart (Member) – Yes iv) Andrew Olesen (Member) - Yes v) Erin Kampschroer (Member) – Yes vi) Stuart Whitaker (Member) – Yes j) Motion passes 6-0. 6) Annual Report a) Chair offers to draft report to be voted on next month b) Deadline for members to send notes to be included set as the end of the month 7) Member Reports a) Andrews Dashboard pushed to upcoming meetings, with discussion of mentioning it in the Annual Report 8) Items Tabled i) Due to rearrangement of Agenda and time constraints all other items were tabled ii) Deadline for edits on the staff write up of the NTC program update SWOT analysis with CACT set for the end of the month 9) Chair announcement a) Chair announces he is stepping down as chair and from the Committee following a replacement being found. 10) Adjourn (approx. 9:50 p.m.), passes 5-0 .
