July 2023 Citizens Advisory Committee on Transportation Meeting Minutes 1) Meeting is called to order at 7:00 p.m. 2) Administration a. Roll call a. Erin Kampschroer (Chair) – Present b. Announcement to Elect a Vice Chair to replace Jason Garman for the next August Meeting 3) Public Comment a) None 4) Park Avenue Comment Matrix a) Discussion of members wanting more bike facilities along and near Park Ave. Additional discussion of wanting to convert a parking space at Cherry Hill Park for bike parking to allow for more bike access. b) Expressed concerns over keeping business parking instead of adding more bike parking options. Additional discussion on how to balance business parking needs and bike facilities. 5) City Council Work Plan Quarterly Update a) Review of work plan and updates from Council. b) Members interested in standard street design and covered bike parking at City Hall as a part of a future work plan. 6) Community Survey Results a) Discussion of community survey results reflecting the need for increased bike safety measures and more bike facilities. b) Additional discussion of apparent traffic concerns from the community and need for traffic calming initiatives. 7) Verbal DPW Update a) Brief presentation and discussion from staff on practical paving limits inventory and condition data. b) Members interested in conducting a grassroots campaign to promote the shift of the speed limit on residential roads from 25-20 mph. To request a reasonable accommodation for any type of disability, call 703-248-5297 TTY711. 8) NTC Update a) Staff presentation of recent progress with NTC cases along with unpausing E Columbia Street and moving forward with meeting with the neighborhood working group. b) Discussion of the future of NTC and members expressed the need for getting back on track with cases in the queue. 9) Committee Member Roundtable a) Members voted on 3rd all virtual month i) September & December 2023 as upcoming virtual meetings b) Discussion on W&OD Bike Stop Sign Memo i) Concern for how to address stop signs on W&OD with stop signs only for those using the trail. Additional concern over bikers ignoring the signs and enforcement. ii) Most members expressed their favor of a 4-way stop where the W&OD intersect the road. Question of whether or not this could be possible through NOVA Parks. iii) Members to move forward with the submission of the memo to City Council. 10) Adjourn (approx. 9:30 p.m.), passes 6-0 .
