1) Meeting is called to order at 7:00 p.m.

3) Public Comment
a) None
4) City Council Liaison Report
a) Councilman Snyder expressed that Council will be more responsive to CACT. Discussion of
both memos presented at City Council by Chair Kampschroer involving the Park Avenue
Great Street Plan and W&OD Trail Crossing.
5) DPW Update
a) Zak Bradley presented the Practical Paving Limits Inventory and Condition Data. Additional
discussion from CACT members on the importance of paving upkeep and maintenance
especially for cyclists.
b) John Bentrup to compose a memo on future action and concerns on paving measures.
6) Parking Restriction Memo
a) Discussion of bike parking in relation to residential permit parking.
b) Staff to circle back on bicycle parking requirements. CACT interest in a collaborative effort
to display potential bike parking spots on a physical map slated for October meeting.
7) Election of Vice Chair
a) Chair Kampschroer nominated Andrew Olesen for Vice Chair.
b) Members voted 6-0, unanimously in favor of Andrew Olesen as Vice Chair.
8) NTC Monthly Update
a) Staff presentation of recent progress with NTC cases and result of E Columbia Working
Group Meeting to move forward with light solutions.
9) Vote on E Jefferson Street NTC Case Prioritization
The City of Falls Church is committed to the letter and spirit of the Americans with Disabilities Act.

a) Presentation of memo of Staff recommendations to move forward with all other cases in the
NTC queue instead of E Jefferson due to a “low” priority score.
b) CACT passed the proposal with a 5-1 motion. Case to be paused until later this year to allow
for Staff to create study areas, petitions, and data collection on all other cases in queue.
10) Committee Member Roundtable
a) CACT Priority Report
i) Review of list of objectives and items for CACT members to complete
b) Stuart Whitaker as CACT representative at the next Planning Commission Meeting for
Quinn/Homestead Project.
c) Discussion over memos sent to City Council. CACT to receive a formal response from
Council.
d) City Manager reports out on meeting with NOVA Parks on W&OD Stop Sign positioning.
NOVA Parks only allows 4-way stops at street crossings with low traffic volume. Traffic
counts to be conducted for feasibility at 4-way stops at all street crossings in the City.
11) Adjourn (approx. 9:30 p.m.), passes 6-0
