Virtual Introduction of Millie Beaudry and Jack Taylor (CBC Youth Representatives) 3) City Council Liaison Report a) Chair Kampschroer read Councilman Snyder’s report sent in in lieu of his absence. Council voted for first reading on electronic speed enforcement in school zones along with continued research on vehicle stop signs at trail crossings. 4) Public Comment a) Liz Weatherly spoke on improving pedestrian and cyclist safety. Emphasized importance of children taking public transit and creating initiatives for improved access through free student programs. 5) DPW Update a) Zak Bradley presented the On-Street Bike Facilities for Park Avenue Great Streets Project. b) Discussion of section of N Virginia Ave and Little Falls Street to slow down vehicles to be reviewed with engineers. Nine new bump-outs will be in the final design. c) Zak Bradley presented the 20 MPH Awareness Campaign Update. First cost came in this week within budget and discussion with contractors for timeline in future meeting for public outreach. Committee expressed continued interest in public outreach moving forward. 6) NTC Monthly Update a) Staff presentation of recent progress with NTC cases and presented voting items on E Columbia Street and Poplar Drive. 7) Vote on E Columbia Street Traffic Calming Solutions a) Presentation of memo of Staff recommendations to move forward with heavy solutions, two speed humps, in place of two speed radar displays. Light solutions such as curb extensions on Lawton Street, crosswalk, and painted speed limits to remain. To request a reasonable accommodation for any type of disability, call 703-248-5297 TTY711.  b) CACT passed the proposal with a 4-0 motion. 8) Vote on Poplar Drive Petition a) Presentation of memo of Staff recommendation to have the requester of Poplar Drive collect new signatures for Poplar Drive Hill following petition format in NTC Handbook. b) CACT passed the proposal with the stipulation that the requester can collect signatures of residents who previously signed via email responses with a 4-0 motion. 9) W&OD 4-Way Stop Sign Memo a) Zak Bradley presented briefly on the memo contents. 4-way stops to be evaluated at street crossings in the City. Under contract to gather traffic counts at street crossings and expected to have data in late October to early November. b) Discussion of what qualifies as low volume traffic at a street crossing. 10) City Bus Services & Student Transit Programs Memo a) Presentation of memo highlighting which bus routes are within proximity and pass through the City along with other models of student transit programs in nearby municipalities. b) Discussion surrounding how to encourage public transit use for students and children through a possible free fare initiative. Student Representatives weighed in on how a change in public transit student programs could change their habits from driving to school. 11) Bicycle Master Plan Update a) Kerri Oddenino presented a brief Bicycle Master Plan update. Staff currently working on existing conditions and expect to be finalized in September and October, gathering feedback in November and December, and public engagement phase with Boards and Commissions in November. 12) Quinn/Homestretch Development Project a) Brief notice to members to review the Planning Commission Workshop materials and recording for Quinn/Homestretch Development to start collecting comments prior to the deadline of October 13th. 13) Committee Member Roundtable a) PARK(ing) Day Notice i) Notice to members that the event will be held on September 15th at the Eden Center. b) League of American Bicyclists Survey i) Survey passed on for members to share with their networks and complete at the request of Vice Chair Andrew Oleson. 14) Adjourn (approx. 9:00 p.m.), passes 3-0 .
